FireSafety – Delhi Introduces Private Auditors for Faster Fire Safety Clearances

FireSafety –   The Delhi government has rolled out major changes to its fire safety framework by allowing private agencies and certified professionals to inspect buildings and grant Fire Safety Certificates, commonly known as Fire NOCs. The move comes under the newly implemented Delhi Fire Service (Amendment) Rules, 2025, officially published in the Delhi Government Gazette.

Officials said the revised regulations are aimed at improving fire prevention systems, reducing delays in approvals, and strengthening emergency management across the capital. The updated rules are also expected to modernize fire safety operations and improve accountability in commercial and residential structures.

Private Auditors Given Legal Authority

One of the most significant changes under the amended rules is the introduction of “Fire Safety Auditors.” These auditors can include private experts, technical consultants, and specialized agencies authorized to examine fire protection systems in buildings.

According to the notification, these professionals must first register with the Director of Delhi Fire Service before carrying out inspections. Once approved, the Fire NOCs issued after their inspections will hold legal recognition.

Authorities believe this step will help reduce administrative pressure on government departments while speeding up safety certification processes for property owners and builders.

Delhi Divided Into Five Fire Management Zones

To improve coordination during emergencies, the Delhi administration has reorganized the city into five major fire zones along with 13 operational divisions. Officials stated that this restructuring has been designed to ensure quicker deployment of firefighting teams and more efficient disaster handling.

The five zones identified under the new system are Central, North, South, East, and West Delhi. Several local divisions will operate within these regions. For example, Vikaspuri and Janakpuri have been placed under the West zone, while Chhatarpur and Malviya Nagar will function within the South zone framework.

The government expects the zonal structure to improve communication and response timing during fire-related incidents.

Higher Penalties for Violating Fire Safety Norms

The revised rules also introduce stricter action against violations of fire safety standards. Under the updated provisions, deputy chief fire officers will now have the authority to impose penalties ranging from Rs 10,000 to Rs 50,000 in cases involving smaller violations.

For more serious breaches involving higher financial penalties, the Director of Delhi Fire Service will have the power to settle matters exceeding Rs 50,000.

Officials stated that the stricter enforcement mechanism is intended to encourage compliance and reduce negligence in buildings that fail to maintain required fire protection measures.

Reward System Introduced for Brave Actions

The Delhi government has also added provisions to recognize exceptional bravery shown during fire emergencies. Both citizens and fire department personnel may now receive financial rewards for courageous acts or outstanding service during rescue operations.

As per the new rules, the Director can approve rewards of up to Rs 1 lakh, while the Chief Officer can sanction awards worth up to Rs 75,000. In special situations, larger rewards may be granted after government approval.

Authorities said the initiative is intended to encourage public participation and recognize individuals who contribute significantly during emergency situations.

Mandatory Shift Towards Digital Transactions

Another major reform under the amended rules is the compulsory transition to digital payment systems for all fire department-related transactions. Cash payments and offline collection methods will gradually be discontinued.

The notification states that all fees, penalties, and related charges must be paid through online gateways, bank drafts, or pay orders. Once formally notified by the department, only online payment methods will remain valid for all services.

Officials said the digital system is expected to improve transparency and simplify administrative procedures.

Automated Monitoring for Fire Certificate Validity

The government has additionally introduced an automated tracking system to monitor the status and expiry dates of Fire Safety Certificates. Property owners will be required to submit annual declarations online through a designated Form K process to maintain the validity of their Fire NOCs.

Certain sensitive or high-risk buildings will also need to adopt continuous automated monitoring systems along with cybersecurity safeguards as part of the updated compliance requirements.

The administration believes these measures will help create a more reliable and technology-driven fire safety system in the national capital.
