Delhi- District Reorganisation Strengthens Executive Magistrate Administration

  Delhi- Lieutenant Governor Taranjit Singh Sandhu has approved the delegation of executive magistrate powers to senior revenue and administrative officials across Delhi’s newly reorganised districts, marking an important step toward ensuring efficient governance and uninterrupted public services.

Executive Magistrate Powers Approved for Reorganised Districts

Lieutenant Governor Taranjit Singh Sandhu has granted executive magistrate powers to a range of senior revenue and administrative officers serving in Delhi’s recently reorganised districts. The move is intended to ensure that administrative functions, law and order responsibilities, and public services continue without disruption under the city’s revised district structure.

According to officials at Lok Niwas, the powers will be assigned to district magistrates, additional district magistrates, revenue assistants, tehsildars, and consolidation officers. Each officer will exercise these responsibilities within the jurisdiction of the newly defined districts where they have been posted.

Decision Based on Provisions of the BNSS

The approval has been issued under Section 14 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), the legal framework that replaced the earlier Code of Criminal Procedure (CrPC). This provision authorises the state government to appoint executive magistrates, designate district magistrates and additional district magistrates, and place magistrates in charge of administrative subdivisions.

Officials explained that the legal basis for the decision also stems from a notification issued by the Ministry of Home Affairs on June 28, 2024. Under that notification, nearly all powers assigned to the state government under the BNSS, with the exception of Section 523, were delegated to the Lieutenant Governor of Delhi.

District Reorganisation Required Fresh Administrative Orders

Delhi’s Revenue Department formally reorganised the National Capital Territory into a revised district framework through a notification issued on December 25, 2025. Following the restructuring, authorities considered it necessary to issue fresh orders conferring executive magistrate powers so that governance could continue smoothly within the newly created administrative boundaries.

Officials said the updated authorisation is expected to strengthen coordination among district authorities while supporting law enforcement, revenue administration, and the timely delivery of government services to residents.

Proposal Received Government Approval

Before the proposal reached the Lieutenant Governor for final approval, it received clearance from Chief Minister Rekha Gupta and Home Minister Ashish Sood. After completing the required administrative process, the recommendation was forwarded for formal assent.

With the Lieutenant Governor’s approval now in place, the Delhi government is expected to issue an official notification under Section 14 of the BNSS, bringing the decision into effect across the reorganised districts.

Delhi Now Has Thirteen Administrative Districts

The district restructuring has increased the total number of administrative districts in the National Capital Territory from 11 to 13. Officials believe the revised administrative arrangement will help improve governance by allowing authorities to manage local administration more efficiently and respond more effectively to public needs within the expanded district framework.

The latest notification is expected to provide administrative clarity for officials working in the new jurisdictions while ensuring continuity in executive functions as Delhi adapts to its updated district structure.
