Tamil Nadu Chief Minister C. Joseph Vijay on Monday launched his first combined conference with District Collectors and senior police officers since taking office. The two-day meeting, scheduled for June 29 and 30, is designed to assess the functioning of various government departments while identifying key priorities for governance, law enforcement, and development ahead of the revised Budget for 2026-27. Officials from districts across the state are participating in discussions covering a wide range of administrative subjects that directly affect public welfare.

Focus on Governance and Public Safety

The conference includes deliberations on 43 major governance issues involving administration, policing, agriculture, education, healthcare, welfare schemes, and infrastructure development. Before the main sessions began, Chief Secretary M. Sai Kumar conducted a preparatory meeting with District Collectors and senior officials to review the agenda and coordinate discussions.

Law and order remains one of the central themes of the conference. The government is examining strategies to tackle drug trafficking, cybercrime, illegal mining, illicit liquor production, and the unlawful sale of tobacco products. Officials are also reviewing measures aimed at improving transparency in public services while ensuring stronger action against crimes involving women.

Review of Criminal Justice and Welfare Measures

Senior officials are expected to assess the status of pending arrest warrants, monitor repeat offenders, and discuss effective handling of caste-related disputes. The conference also includes a review of efforts to speed up investigations and disposal of cases registered under the Protection of Children from Sexual Offences (POCSO) Act.

Other welfare-related discussions cover the implementation of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, protection of senior citizens, support for migrant workers, road safety initiatives, and the functioning of the Singapenn Adiradi Padai scheme. Civic matters such as stray dog management and improving the efficiency of the Public Distribution System have also been included in the agenda.

District Performance and Agriculture Initiatives

Separate sessions for District Collectors are focusing on district-wise performance across several government departments. Agriculture remains a major area of discussion, with officials reviewing the progress of the Agristack farmers’ registry, digital crop surveys, farmers’ markets, and the expansion of Farmer Producer Organisations (FPOs).

Revenue administration is another important topic, including online delivery of revenue services, issuance and transfer of pattas, identification of land for public infrastructure projects, and preparedness for natural disasters. Authorities are also examining steps to recover encroached temple lands while improving civic facilities in surrounding areas.

Development Plans Across Multiple Sectors

The conference agenda extends to renewable energy expansion through rooftop solar projects and other green initiatives. Health-related discussions include tuberculosis control programmes and screening for non-communicable diseases. Officials are also reviewing higher education enrolment, anti-ragging measures, school admissions, and infrastructure improvements in educational institutions.

Additional topics include the promotion of Tamil in government administration, the functioning of e-Sevai and Aadhaar centres, MSME loan distribution, drinking water projects, housing programmes including house-site pattas and the Maaman Seer Scheme, welfare measures for unorganised workers and persons with disabilities, restoration of water bodies, removal of encroachments, and tourism development. The outcomes of the conference are expected to guide the state’s administrative direction and policy implementation in the months leading up to the revised Budget.
