Karnataka – Doorstep Certificate Drive Aims to Expand Access to Essential Identity Documents
Karnataka –Karnataka -arnataka has rolled out a statewide initiative to deliver key identity certificates directly to households, with officials saying the programme is designed to improve access to government services and help eligible residents obtain documents accepted for electoral registration.
The Karnataka government on Monday began a large-scale door-to-door campaign to provide caste certificates and permanent residence certificates free of cost across the state. The initiative comes at a time when the Opposition BJP and JD(S) have criticised the move, alleging that the exercise is being linked to the ongoing voter verification process. The state government, however, has maintained that the programme is an administrative welfare measure intended to ensure that every eligible resident possesses essential identity documents required for various public services.
Programme Formally Launched in Bengaluru
Chief Minister D.K. Shivakumar officially launched the “Doorstep Delivery of Free Caste Certificates and Permanent Residence Certificates” programme at Vidhana Soudha in Bengaluru. During the event, he also introduced a dedicated online portal and a WhatsApp-based service to simplify applications and improve communication with citizens.
Addressing officials and attendees, the Chief Minister said the government wanted to make sure that no individual was left without the documents necessary to establish identity and access constitutional rights. He described voting as a fundamental democratic right and said the administration remained committed to supporting citizens through accessible public services.
Permanent Residence Certificate Recognised for Electoral Rolls
Highlighting the importance of the initiative, Shivakumar said Karnataka had become the first state to undertake free doorstep delivery of permanent residence certificates on such a large scale, with the campaign expected to reach nearly 4.85 crore families.
He noted that the permanent residence certificate is among the 11 documents accepted by the Election Commission for inclusion in electoral rolls. According to the Chief Minister, providing these certificates would help eligible residents complete official documentation while following the Election Commission’s established procedures.
Government Rejects Political Allegations
Responding to criticism from opposition parties, Shivakumar said the programme was being implemented without political considerations and strictly in line with official guidelines. He stated that issuing certificates to eligible residents falls within the responsibilities of the state government and should not be viewed through a political lens.
The Chief Minister also rejected allegations that government machinery was being misused, arguing that ensuring easy access to public services is a routine administrative function. He said the objective was to reduce inconvenience for citizens by taking government services directly to their homes instead of requiring repeated visits to government offices.
Multiple Channels Available for Applications
Officials said residents can apply for the certificates through several methods. Applications are being accepted via the newly launched online platform, Seva Kendras, and facilitation centres established at the hobli level. In addition, Booth Level Officers (BLOs) will distribute application forms that can be completed by residents and submitted to designated officials.
The government believes that offering multiple application channels will make the process more accessible, particularly for people living in rural and remote areas or those who face difficulties visiting government offices.
Identity Documents Linked to Citizen Rights
Speaking about the broader purpose of the campaign, Shivakumar said official identity documents play a significant role in protecting individual rights and ensuring participation in democratic processes. He added that proper documentation strengthens access to government services while enabling citizens to exercise their voting rights in future elections.
The Chief Minister also praised village accountants and Revenue Department personnel involved in implementing the campaign, acknowledging their role in reaching households across the state. He encouraged residents to keep their permanent residence certificates safely, describing them as important records for future administrative and legal purposes.
Deputy Chief Minister and Revenue Minister Dr. G. Parameshwara, Principal Secretary to the Chief Minister Manish Moudgil, Chief Minister’s Economic Adviser L.K. Atheeq, Additional Chief Secretary of the Revenue Department Rajendra Kumar Kataria, along with several senior government officials, attended the launch ceremony.
