News – Raj Thackeray Questions Bureaucratic Neutrality Over IPS Officer’s Remarks

News – Maharashtra Navnirman Sena (MNS) president Raj Thackeray has strongly criticised senior IPS officer Vishwas Nangre Patil over his public remarks praising the Rashtriya Swayamsevak Sangh (RSS). The controversy has reignited debate over the expected political neutrality of serving civil servants and the responsibilities attached to public office.

Raj Thackeray has questioned whether a serving police officer should publicly express admiration for an organisation that is widely associated with a particular ideological and political stream. His criticism followed the circulation of a video in which Nagpur Police Commissioner Vishwas Nangre Patil addressed a regional Hindu Sammelan and spoke positively about the RSS and its founder, Dr. Keshav Baliram Hedgewar, describing him as a visionary nationalist.

Questions Raised Over Administrative Neutrality

In a statement shared on social media, the MNS chief argued that officers serving in constitutional positions must remain visibly impartial in both their conduct and public statements. He maintained that the credibility of the police force depends on its independence from political or ideological affiliations.

Thackeray remarked that while personal beliefs are an individual’s private matter, openly endorsing any organisation while holding a senior government position raises concerns about institutional neutrality. He further suggested that if an officer wishes to actively support or promote such organisations in public, the appropriate course would be to resign from government service before entering political or ideological activities.

Debate Over the Nature of the Event

The gathering where Nangre Patil delivered his speech has been described by its organisers as a cultural programme without political objectives. However, Raj Thackeray rejected that explanation, claiming that the organisers’ background and associations indicate a clear political dimension.

Drawing attention to the symbolism of the police uniform, he stated that citizens expect officers to represent only the law and the Constitution rather than any social or ideological movement. According to him, public confidence in law enforcement depends upon that distinction remaining unquestioned.

Reference to Earlier Administrative Action

To support his argument, Thackeray recalled an incident from 2012 involving an MNS protest march in Mumbai against the Raza Academy. He noted that during that demonstration, a police constable who appeared to publicly support the protesters was reportedly placed on compulsory leave by the government of the time for compromising professional neutrality.

Using that example, the MNS leader questioned whether the present Maharashtra government would adopt a similar approach in the current controversy or whether different standards are being applied depending on ideological considerations.

Appeal to the State Government

Raj Thackeray also directed questions toward the state’s leadership, asking whether the Chief Minister and the Home Minister consider such public statements by serving officers acceptable. He warned that remaining silent on the matter could create an administrative precedent that may weaken confidence in government institutions over time.

While expressing disagreement with the officer’s public remarks, Thackeray acknowledged Vishwas Nangre Patil’s reputation as an efficient and capable police officer. He urged him to safeguard the dignity and independence of public service rather than becoming associated with political or ideological debates.

Congress Also Raises Similar Concerns

The controversy comes shortly after the Maharashtra Congress criticised Nangre Patil over the same issue. The party argued that the matter extends beyond one individual officer and reflects broader concerns regarding the neutrality of the civil services.

Congress leaders have called upon Chief Minister Devendra Fadnavis to clarify the government’s position on serving police officers making public statements that may be interpreted as ideological endorsements. According to the party, maintaining constitutional propriety and administrative independence is essential to preserving public trust in governance and law enforcement institutions across Maharashtra.
