The cabinet expansion follows a series of high-level discussions between state leaders and the central leadership of the Bharatiya Janata Party. A key meeting with Union Home Minister Amit Shah is believed to have played a decisive role in finalising the list of ministers.

In addition to central consultations, state-level negotiations were held with prominent alliance figures such as Rajiv Ranjan Singh, Jitan Ram Manjhi, and Chirag Paswan. These discussions underline the importance of coordination among alliance partners to maintain political equilibrium.

In a move seen as politically significant, Samrat Chaudhary also held talks with former Chief Minister Nitish Kumar, who currently heads the Janata Dal (United). At present, Chief Minister Samrat Chaudhary is managing as many as 29 departments. Deputy Chief Minister Vijay Kumar Choudhary oversees 10 ministries, while another Deputy Chief Minister, Bijendra Prasad Yadav, is responsible for eight portfolios.

The concentration of responsibilities among a few leaders has been cited as one of the key reasons for expanding the cabinet, allowing for better administrative efficiency and governance.
