Examination – A major development has emerged in Jharkhand following allegations of irregularities in the Excise Constable Competitive Examination (JECCE) 2023, where authorities detained a large number of candidates along with key members of an organized network suspected of orchestrating a paper leak. The action has intensified concerns about the fairness of recruitment processes in the state.

Arrests Follow Intelligence Input
According to officials, a total of 159 candidates appearing for the examination were taken into custody on Sunday. Alongside them, five individuals identified as the main accused were also arrested. The operation was carried out after police received information about an unusual gathering of aspirants at a building located in the Rargaon area under Tamar police station limits.
Officials stated that the suspects were found in possession of multiple sets of question papers. These materials were available in both printed and digital formats and were claimed to be related to the ongoing examination. However, initial findings suggest that the seized papers did not fully match the actual questions asked during the test.
Organized Network Behind the Operation
Investigations indicate that the arrested individuals were allegedly brought together by agents linked to a wider network involved in manipulating competitive examinations. Reports suggest that each candidate may have been charged between Rs 10 lakh and Rs 15 lakh in exchange for access to purported exam questions and answers.
Authorities revealed that candidates were instructed to hand over their mobile phones and admit cards to avoid detection during the operation. In some cases, financial transactions were also initiated through bank cheques issued in the names of individuals connected to the network.
Key Accused Linked to Multiple Cases
One of the primary accused, believed to be a resident of Bihar’s Jahanabad district, is suspected to have links with several past examination-related fraud cases across different states. Officials stated that this individual has allegedly been associated with irregularities in exams such as the Rajasthan clerk recruitment test, NEET, Bihar community health officer recruitment, and Uttar Pradesh review officer examinations.
Investigators are continuing to question those detained, while search operations are underway to identify and apprehend other individuals who may be part of the network.
Political Reaction and Public Outcry
The incident has sparked political reactions in Jharkhand, with opposition leaders raising concerns about the impact on students and job seekers. Members of the Bharatiya Janata Party staged protests in several districts, including Ranchi, East Singhbhum, and West Singhbhum.
Demonstrators expressed anger over the alleged breach in examination integrity and accused the state administration of failing to safeguard the interests of young aspirants. Effigies of the Chief Minister were burnt during protests, reflecting growing public dissatisfaction.

Amid the controversy, calls have emerged for conducting the examination again to ensure transparency and fairness. Protesters and opposition leaders have urged authorities to take strict action against those responsible and to restore confidence in the recruitment system.
