AssemblyElection – Voting to elect the Deputy Speaker of the Kerala Legislative Assembly commenced on Tuesday morning in Thiruvananthapuram, marking another important step in the functioning of the state’s newly constituted House. The contest witnessed candidates from both the ruling United Democratic Front (UDF) and the opposition Left Democratic Front (LDF), while Bharatiya Janata Party (BJP) legislators chose not to participate in the voting exercise.

Contest Between UDF and LDF Candidates

The election process began at 9 a.m. inside the Assembly complex, where UDF nominee Shanimol Osman faced LDF candidate Muhammed Muhsin. Members of the Assembly cast their votes as part of the formal procedure to fill the Deputy Speaker’s post during the opening phase of the new legislative term.

Although BJP members attended the session and remained present in the House throughout the proceedings, they refrained from voting. The legislators stayed in their seats during the election process, effectively registering their decision to abstain from the contest.

Election Held During First Session of New Government

The Deputy Speaker election is taking place during the inaugural Assembly session following the return of the Congress-led UDF to power in Kerala. The alliance secured victory in the recent Assembly elections, ending a ten-year period outside government and assuming office under Chief Minister VD Satheesan last month.

The session has drawn attention as the new administration begins outlining its priorities and legislative agenda for the coming years. The Deputy Speaker’s position is considered significant for ensuring the smooth conduct of Assembly proceedings and assisting in maintaining parliamentary procedures.

Governor Outlined Government’s Key Priorities

The election follows Governor Rajendra Vishwanath Arlekar’s policy address delivered on May 29, which presented the new government’s roadmap. The speech highlighted several areas of focus, including economic development, social welfare measures, reforms in public sector institutions, and efforts to address challenges linked to narcotics and drug abuse.

Political observers also noted that the Governor’s address differed from some previous speeches by avoiding criticism of the Union government. This marked a notable shift in the tone of official communication from the state administration.

Welfare Measures and Economic Initiatives Announced

Among the major commitments outlined by the government were a series of welfare and development programmes promised during the election campaign. These include free travel facilities for women on Kerala State Road Transport Corporation (KSRTC) buses, a monthly financial assistance scheme of ₹1,000 for female college students, and an increase in welfare pension payments to ₹3,000 per month.

The government also announced plans to strengthen health insurance benefits for families and provide interest-free financial support to young entrepreneurs seeking to start or expand businesses. These initiatives are expected to form a central part of the administration’s governance agenda.

Focus on Anti-Drug Campaign and Financial Transparency

Another key announcement was the launch of “Operation Toofaan,” a statewide campaign aimed at curbing drug trafficking and dismantling illegal narcotics networks. The initiative reflects growing concerns over substance abuse and related criminal activities in different parts of Kerala.

In addition, the government revealed plans to prepare a White Paper detailing the state’s financial position. Officials said the document would promote transparency, improve public understanding of fiscal challenges, and support accountable financial management.

As the Assembly continues its first session under the new government, the outcome of the Deputy Speaker election is expected to complete another important institutional process in Kerala’s legislative framework.
