Politics – Discussions among National Democratic Alliance (NDA) partners over the formation of a new government in Bihar have reached their conclusion, with an official announcement on the next chief minister expected shortly. Union minister and Lok Janshakti Party (Ram Vilas) leader Chirag Paswan confirmed that deliberations are complete and only a formal declaration remains.

Coalition Reaches Broad Agreement
Speaking to reporters in Patna, Paswan indicated that alliance members are largely aligned on key decisions related to government formation. He described the remaining steps as procedural, suggesting that consensus has already been achieved behind closed doors. According to him, the upcoming administration will benefit from the experience and guidance of current chief minister Nitish Kumar.
Paswan also clarified his own position, stating that he is not in contention for the chief minister’s role and will continue serving in the Union cabinet under Prime Minister Narendra Modi.
BJP Likely to Lead Next Government
Within the alliance, there is a growing indication that the Bharatiya Janata Party (BJP) will assume the chief minister’s post. Paswan noted that this possibility has been discussed among partners, and there appears to be support for such an arrangement.
He also acknowledged the work of Deputy Chief Minister Samrat Choudhary, particularly in his role handling the state’s home department. Paswan described him as effectively managing significant responsibilities, reinforcing his importance within the current leadership structure.
Signals from Nitish Kumar
Recent public statements by Nitish Kumar have added to speculation about leadership changes. During his Samriddhi Yatra, he hinted that Choudhary could play a larger role in addressing public concerns in the future. These remarks have been widely interpreted as an संकेत toward succession planning.
Separately, former chief minister Jitan Ram Manjhi suggested that any successor to Nitish Kumar would need to adhere to his governance approach to remain politically stable. He emphasized that continuity in leadership style would be crucial for the survival of the next administration.
Possible Transition to Rajya Sabha
Nitish Kumar is expected to move to the Rajya Sabha, with his term set to begin on April 10. Before that, he is likely to step down from both the chief minister’s position and his membership in the state legislative council. This anticipated transition has accelerated discussions within the NDA regarding leadership restructuring.
Both BJP and Janata Dal (United) have reportedly reached a mutual understanding on forming the new government. While the BJP may secure the chief minister’s post, there are indications of a broader cabinet reshuffle involving both major allies.
Cabinet Restructuring Under Consideration
The new government could see significant changes in ministerial allocations. Currently, the BJP holds two deputy chief minister positions along with 16 ministerial portfolios, while JD(U) controls the chief minister’s role and 15 ministries.
Other alliance partners, including Lok Janshakti Party (Ram Vilas), Rashtriya Lok Morcha, and Hindustani Awam Morcha, hold smaller shares in the cabinet. The distribution of portfolios is generally based on a formula that assigns one ministerial position for approximately every 4.5 to 5 विधानसभा seats held by a party.
There is also speculation that JD(U) may be offered a deputy chief minister position in the new setup. Additionally, leadership roles such as the विधानसभा अध्यक्ष are likely to remain with the BJP, while the विधान परिषद chairman position may go to JD(U).
Key Departments and Power Balance
The home department is expected to remain under BJP control, reflecting the party’s continued influence over critical governance areas. The reshuffling of portfolios between BJP and JD(U) could redefine the balance of power within the alliance, though both parties appear committed to maintaining stability.
