Debate Over Welfare Guarantees During Budget Session

The issue surfaced during the Assembly’s ongoing budget discussion when BJP legislator Suresh Gowda urged the state government to discontinue all guarantee schemes introduced by the ruling Congress administration. Responding to the remark, Shivakumar said such an opinion should not remain an individual comment but must reflect an official party stand presented before the legislature.

Addressing the House on Friday, the Deputy Chief Minister told BJP leaders that if the party genuinely wants the programmes withdrawn, it should first adopt an internal resolution and then place it before the Assembly. According to him, a formal proposal would allow the government and other members to debate the matter transparently during the current budget session.

Call for Official Stand From Opposition

Shivakumar pointed out that several senior BJP leaders, including former Chief Minister B.S. Yediyurappa, had previously emphasised that beneficiaries should not receive even a single grain less than what had been promised under welfare initiatives. He added that the Congress government had delivered the guarantee programmes within six months of assuming office, suggesting that the administration had acted on commitments made to the public.

He argued that if the BJP believes the schemes should be removed, the party must communicate that decision clearly before the legislature and the people of Karnataka rather than raising the issue informally.

Government Defends Implementation of Schemes

The Deputy Chief Minister maintained that the government’s welfare guarantees were introduced after careful consideration and were intended to support citizens across the state. He contrasted the Karnataka model with other regions, stating that the benefits in the state are available to eligible residents without political discrimination.

According to him, the ruling government remains open to debate but expects the opposition to take a clear and accountable position on the matter. “Let the people see what your party decides,” he said, emphasising the need for transparency in legislative discussions.

Exchanges Between Treasury and Opposition Benches

During the debate, Suresh Gowda reiterated that he had already conveyed his concerns about the guarantee schemes directly to the Chief Minister. Shivakumar responded by saying that private discussions or informal meetings should not replace an official decision in the Assembly.

He noted that matters affecting public welfare must be addressed through institutional processes so that voters can clearly understand each party’s stance. Such issues, he said, should be debated openly on the Assembly floor.

The discussion also included sharp exchanges between members from both sides of the House. When a BJP member commented on the perceived dynamics between the Chief Minister and the Deputy Chief Minister, Shivakumar dismissed the remark and said some opposition leaders repeatedly mention his name because they have little to say about the budget itself.

Meeting With Odisha Congress Legislators

Separately, Shivakumar met a group of Congress legislators from Odisha who arrived in Karnataka ahead of the upcoming Rajya Sabha elections in their state. The lawmakers were hosted at a resort near Bengaluru amid concerns about possible political defections during the election period.

Speaking to reporters, Shivakumar said around fourteen to fifteen legislators had come to Karnataka and that the Congress leadership was ensuring their safety and comfort. He claimed the MLAs had faced pressure and inducements but remained firm in their political position.

According to him, the legislators intend to vote for an independent candidate supported by multiple opposition parties, including the Congress, the Communist Party, and the Biju Janata Dal. He added that the party would continue to ensure the lawmakers remain secure until the voting process is completed.

The developments highlight ongoing political tensions both within Karnataka’s Assembly and in the wider national political landscape. As the budget session progresses, the debate over welfare guarantees is expected to remain a major point of discussion between the ruling Congress government and the BJP opposition.

Observers note that any formal motion regarding the schemes could lead to an extended debate in the House, potentially shaping the political narrative around welfare policy in the state.
