Taxation – Assam Government Focuses on Expanding Revenue Network Ahead of Budget
Taxation – Assam Finance Minister Jayanta Mallabaruah has initiated a detailed review of the state’s taxation system as preparations intensify for the upcoming state budget, with a strong focus on improving revenue collection through wider tax coverage and modern technology.

Assam Finance Minister Jayanta Mallabaruah on Monday conducted an extensive review meeting with officials of the Commissionerate of Taxes at Kar Bhawan in Guwahati. The discussion centered on assessing the department’s performance, examining revenue trends, and identifying measures to strengthen the state’s financial resources ahead of the presentation of his first budget in the Assembly.
Department Performance Reviewed
During the meeting, senior officials provided a comprehensive presentation on the functioning of the taxation department. The review covered revenue collection patterns, enforcement activities, compliance mechanisms, and ongoing initiatives aimed at improving tax administration across Assam.
Apart from interacting with officials present at the headquarters, the minister also engaged with taxation officers from various districts who joined the session through virtual platforms. The exchange allowed field-level officers to share their experiences and challenges directly with the state leadership.
Focus on Broadening the Tax Base
A major theme of the meeting was the need to enhance state revenue without imposing additional financial pressure on law-abiding taxpayers and businesses. The Finance Minister emphasized that expanding the tax base remains one of the most effective ways to increase revenue while maintaining a fair taxation environment.
He pointed out that Assam’s ratio of taxpayers compared to its population remains slightly below the national average. As a result, officials were instructed to encourage voluntary compliance and identify eligible individuals and business entities that are currently outside the tax framework.
Data Analytics to Strengthen Compliance
The minister directed the department to make greater use of data analysis tools to detect gaps in tax compliance and identify areas where potential revenue losses may occur. Officials were asked to strengthen monitoring systems and improve oversight mechanisms to reduce leakages in tax collection.
Special attention was also given to preventing fraudulent tax practices. Discussions focused on enhancing transparency within the taxation system and ensuring that compliance procedures are both efficient and accountable.
Support for Genuine Businesses
Recognizing the contribution of traders and business owners to Assam’s economic growth, the Finance Minister stressed that compliant businesses should receive adequate support from the administration. He urged officials to maintain a taxpayer-friendly approach that encourages honest participation in the tax system.
At the same time, authorities were instructed to closely examine sectors and establishments displaying unusual reporting patterns or inconsistencies in tax filings. The objective, according to officials, is to improve compliance while safeguarding fair business practices.
Technology to Play a Larger Role
The review meeting also explored the use of advanced technological solutions to modernize tax administration. Proposed measures include improved systems for monitoring the movement of goods and automated compliance mechanisms designed to reduce manual intervention.
According to the minister, greater adoption of technology can significantly improve efficiency, transparency, and accountability across the department. He noted that digital tools will play an increasingly important role in strengthening revenue administration in the coming years.
Administrative Reforms Discussed
In addition to revenue-related matters, the meeting examined issues connected to cadre restructuring and organizational strengthening within the Commissionerate of Taxes. Officials shared recommendations on administrative reforms and workforce development aimed at preparing the department for future challenges.
Later in the day, the Finance Minister met representatives from professional and industry bodies, including the Tax Bar Association, ICAI, ICSI, ICMAI, and the Transporters’ Association. Participants discussed procedural issues and compliance-related concerns while offering suggestions to improve transparency and efficiency within the taxation ecosystem.
Reaffirming the government’s approach, the minister said Assam will continue pursuing stronger revenue collection through improved governance, technological innovation, and better compliance systems while maintaining an environment that supports business growth and economic development.
