FoodSecurity – Centre Extends Digital Ration Distribution Scheme Until 2031

FoodSecurity –  The Union government has approved the continuation of a major food distribution support programme aimed at strengthening the Public Distribution System across the country. The decision was taken by the Cabinet Committee on Economic Affairs under the leadership of Prime Minister Narendra Modi, with the Centre allocating Rs 25,530 crore for the next five years.

The newly approved umbrella initiative, named SARTHAK PDS, will continue until March 31, 2031. The programme combines financial support for foodgrain transportation and ration shop operations with advanced digital reforms intended to improve efficiency and transparency in the distribution network.

Integrated Approach to Strengthen Food Distribution

According to an official statement, the government has merged two ongoing schemes into a single framework during the 16th Finance Commission period. These include assistance provided to states for moving foodgrains within their territories and support for fair price shop dealer margins under the National Food Security Act, along with the technology-driven SMART PDS initiative.

Officials said the integrated structure is expected to simplify administration while improving coordination between the Centre and state governments. The revised framework also includes updated norms for central assistance related to transportation, handling expenses and dealer margins for ration distribution.

Focus on Last-Mile Delivery and Transparency

The SARTHAK PDS programme has been designed to ensure uninterrupted financial support for transporting foodgrains and maintaining fair price shops. At the same time, it aims to build a modern and citizen-focused distribution system capable of reducing irregularities and ensuring timely delivery of subsidised food supplies.

The government plans to strengthen monitoring systems and create a more connected digital infrastructure for the Public Distribution System. Authorities believe this approach will improve accountability and provide better services to beneficiaries under the National Food Security Act.

Use of Advanced Technologies in PDS Operations

A key feature of the scheme is the integration of modern technologies into ration distribution management. The government intends to use Artificial Intelligence, Machine Learning, Natural Language Processing and Blockchain tools to improve data management and oversight.

The official statement noted that unified databases and standardised digital systems will support real-time tracking and monitoring of foodgrain movement. AI-powered grievance systems and analytics platforms are also expected to help authorities identify problems more quickly and improve response mechanisms.

In addition, State Command and Control Centres will be developed for data-based supervision of operations. ISO-certified process frameworks are planned to maintain transparency, security and operational consistency across states and Union Territories.

Support for More Than 81 Crore Beneficiaries

The Centre said the scheme reflects its responsibility to ensure food and nutritional security for eligible citizens. The programme is expected to support around 81.35 crore beneficiaries covered under the National Food Security Act.

Government officials emphasised that the initiative is part of a broader commitment to providing access to quality foodgrains for economically vulnerable sections of society. By combining financial assistance with digital reforms, the administration aims to strengthen the long-term functioning of the Public Distribution System.

Digitisation Efforts Expanded Over the Years

Over the last decade, the government has introduced several digital reforms to modernise ration distribution services. These include end-to-end computerisation of the Targeted Public Distribution System, the Integrated Management of PDS platform and the SMART PDS programme.

Citizen-oriented applications such as Mera Ration, Anna Mitra, Rightful Targeting Dashboard and Anna Sahayata have also been introduced to improve accessibility and transparency for beneficiaries.

Since April 2023, the SMART PDS scheme has played a major role in expanding digital operations nationwide. The programme enabled complete digitisation of ration cards, Aadhaar integration, automation of fair price shops through electronic point-of-sale devices and computerised supply-chain management across all states and Union Territories.

Officials believe the continuation of SARTHAK PDS will help further modernise India’s food distribution network while improving service delivery for millions of households dependent on subsidised ration support.
