Delhi Assembly – Monsoon Session to Feature CAG Reports and Key Legislative Bills
Delhi Assembly – The Delhi Legislative Assembly is set to take up important financial reports and legislative proposals during its upcoming Monsoon Session, with several key documents and Bills scheduled to be presented before the House.
Business Advisory Committee Finalises Session Agenda
The agenda for the Sixth Session of the Eighth Delhi Legislative Assembly was finalised during a meeting of the Business Advisory Committee chaired by Assembly Speaker Vijender Gupta. According to an official press release, members unanimously agreed that two reports prepared by the Comptroller and Auditor General (CAG) of India, along with a notification related to the Delhi Electricity Regulatory Commission (DERC), will be tabled during the Monsoon Session, which is scheduled to take place from August 7 to August 11, 2026.
Three Bills Scheduled for Introduction
The Committee also approved the introduction of three significant Bills during the session. These proposals relate to the timely delivery of public services, amendments concerning the Delhi Urban Shelter Improvement Board, and the repeal of legislation governing bed-and-breakfast establishments in the national capital. The proposed measures are expected to be formally introduced as part of the Assembly’s legislative business over the five-day sitting.
Chief Minister to Present Financial Audit Reports
Speaker Vijender Gupta stated that Chief Minister and Finance Minister Rekha Gupta will place two important CAG reports before the Assembly. The first document, Report No. 01 of 2026, examines the accounts of the Government of the National Capital Territory of Delhi for the financial year ending March 31, 2023. The second, Report No. 02 of 2026, focuses on the state’s financial position for the financial year 2024-25. Both reports are intended to provide legislators with an official assessment of the government’s financial management and expenditure.
Power Minister to Table DERC Notification
In addition to the financial reports, Power Minister Ashish Sood will present the notification and corrigendum associated with the Delhi Electricity Regulatory Commission (Terms and Conditions for Open Access) (Second Amendment) Regulations, 2026. The documents relate to amendments in the regulatory framework governing open access within Delhi’s electricity sector and will be formally laid before the House during the session.
Proposed Legislative Changes Explained
Among the proposed laws is the Delhi (Right of Citizen to Time Bound Delivery of Services) Bill, 2026, which seeks to replace the existing Delhi (Right of Citizens to Time Bound Services) Act, 2011. Another Bill aims to amend provisions under Section 2, Clause (g), Sub-clause (iii) of the Delhi Urban Shelter Improvement Board Act, 2010, while taking into account subsequent amendments made in 2015 and 2020.
The third proposal seeks to repeal the National Capital Territory of Delhi (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) Act, 2007, along with its amendment laws enacted in 2010 and 2021. These legislative proposals are expected to be considered as part of the Assembly’s scheduled proceedings during the Monsoon Session.
Senior Members Attend Committee Meeting
The Business Advisory Committee meeting was attended by Deputy Speaker Mohan Singh Bisht, Chief Whip Abhay Verma, Om Prakash Sharma, Som Dutt, Jitender Mahajan and Suriender Kumar. Their participation helped finalise the legislative schedule and the list of official business to be placed before the Assembly during the upcoming session.
