Urban Development – Andhra Pradesh has taken a significant step toward building stronger and more inclusive cities by entering into a strategic partnership with the United Nations Human Settlements Programme (UN-Habitat). The agreement is expected to support long-term urban planning, improve living standards for economically weaker communities, and encourage environmentally sustainable development across the state.

Agreement Signed to Strengthen Urban Development
The Memorandum of Understanding (MoU) was signed on Wednesday between the Andhra Pradesh Municipal Administration Department and UN-Habitat. The formal signing took place in the presence of Chief Minister N. Chandrababu Naidu, while UN-Habitat Executive Director Anacláudia Rossbach joined the event virtually from Singapore. The collaboration reflects a shared commitment to creating modern, resilient, and inclusive urban centres capable of addressing future challenges.
Centre of Excellence Planned in Amaravati
One of the major outcomes of the partnership will be the establishment of a Centre of Excellence for Urban Affairs in Amaravati. The proposed institution is expected to serve as a knowledge and innovation hub, supporting the state’s urban transformation programmes, including SURGE AP, RISE AP, and UPLIFT AP. Through research, planning, and technical expertise, the centre aims to contribute to better governance and more efficient urban management.
Focus on Inclusive Growth and Sustainable Cities
The partnership places considerable emphasis on improving the lives of urban residents, particularly those from economically disadvantaged backgrounds. Both Andhra Pradesh and UN-Habitat will work together on initiatives designed to reduce urban poverty, create better livelihood opportunities, and encourage inclusive city planning.
The agreement also covers strategic urban planning that supports regional economic development while promoting climate resilience and environmental sustainability. In addition, the collaboration will explore improvements in digital governance, municipal financial management, and policies that align with the United Nations Sustainable Development Goals (SDGs). These measures are intended to strengthen local administration and improve the delivery of public services in growing urban areas.
Chief Minister Calls Partnership a Significant Milestone
Chief Minister N. Chandrababu Naidu described the agreement as an important milestone in Andhra Pradesh’s urban development journey. He said the collaboration with UN-Habitat would reinforce the state’s ongoing initiatives under SURGE AP, RISE AP, UPLIFT AP, and programmes focused on eliminating urban poverty.
According to the Chief Minister, the government has adopted a structured roadmap aimed at achieving the goal of zero poverty. He also highlighted the implementation of the P4 Programme, which seeks to improve the living conditions and overall quality of life of financially vulnerable families through targeted welfare and development measures.

Officials believe the partnership will provide Andhra Pradesh with access to global expertise and best practices in sustainable urban development.
