UrbanGovernance – A group of senior government officials from six countries visited the New Delhi Municipal Council (NDMC) to learn about its governance practices, sustainability measures, and technology-driven public services during a knowledge-sharing programme held in the national capital.

A delegation comprising 40 senior civil servants from Bhutan, Sri Lanka, Tajikistan, Palestine, Nigeria, and Niger visited the NDMC headquarters on Wednesday as part of an exchange programme aimed at understanding effective models of civic administration. The interaction focused on successful governance strategies, urban development initiatives, and public service delivery mechanisms adopted by the municipal body.
Focus on Sustainable Urban Development
During the session, NDMC Secretary Rahul Singh presented an overview of the council’s approach to modern urban management. He outlined how the civic body has integrated sustainability into its planning and governance framework while maintaining efficient municipal services for residents.
Singh highlighted several ongoing initiatives designed to improve urban infrastructure and environmental management. Among them was the recently launched Anupam Colony Project, which has been developed with an emphasis on localized waste management practices and sustainable community development. According to officials, the project is intended to strengthen environmental responsibility while improving civic amenities at the neighborhood level.
Financial Planning and Revenue Management
The delegation was also briefed on NDMC’s financial administration model. Officials explained the council’s revenue generation mechanisms and budgeting processes, offering insights into how municipal resources are managed to support development projects and essential services.
The presentation provided participants with a detailed understanding of financial planning strategies that help maintain operational efficiency while supporting long-term urban growth objectives.
Experts Share Sector-Specific Experiences
Several senior officials participated in the interaction and discussed developments in their respective areas of responsibility. Representatives from finance, engineering, public health, horticulture, and training departments shared information on projects, innovations, and administrative practices implemented by the civic body.
The exchange allowed delegates to gain a broader understanding of how different departments coordinate to deliver municipal services and address urban challenges.
Cleanliness and Environmental Measures Highlighted
Medical Officer of Health Dr. Shakuntala Srivastava delivered a detailed presentation on sanitation and environmental management programmes undertaken by NDMC. She explained various cleanliness initiatives, including mechanized cleaning systems, nighttime road-sweeping operations, and scientific methods of waste handling.
The delegation was also informed about waste segregation efforts and the adoption of the Reduce, Reuse, Recycle (RRR) model. Officials said these measures are intended to improve waste processing efficiency and encourage environmentally responsible practices among residents.
Community Participation and Green Initiatives
The presentation further highlighted community-based development efforts undertaken in Anupam Colonies. Officials discussed how local participation has been incorporated into civic improvement projects to ensure better implementation and long-term sustainability.
Delegates were also briefed on the council’s extensive plantation and green-cover expansion programmes. Additional environmental initiatives included the installation of mist-spraying systems on electric poles to help reduce air pollution levels and the adoption of scientific methods for the disposal of electronic waste.
Digital Services Strengthen Citizen Engagement
Officials emphasized the growing role of technology in municipal governance. According to NDMC representatives, more than 49 public services are currently accessible through online platforms, enabling residents to complete various civic processes digitally.
The NDMC 311 mobile application was also showcased as a tool that allows citizens to interact directly with the civic body, submit grievances, and access municipal services. Officials said these digital platforms have helped create a governance system that is transparent, accountable, and more responsive to public needs.
The interaction concluded with a question-and-answer session, during which members of the visiting delegation sought clarifications on different aspects of municipal administration and urban governance practices.
