Diplomacy – Mexican President Claudia Sheinbaum has defended the principle of national sovereignty while expressing disagreement with the United States over its recent criminal case against former Cuban leader Raul Castro. Speaking during her regular press briefing on Friday, Sheinbaum questioned the timing of the legal action and stressed the importance of respecting the independence of other nations.

Mexico Questions Timing of US Legal Action

The comments came after the US Department of Justice filed charges against Castro in connection with the 1996 destruction of two aircraft linked to the Cuban-American exile organization Brothers to the Rescue. American authorities allege that Castro, who served as Cuba’s minister of the Revolutionary Armed Forces at the time, had a role in the incident that led to the deaths of four people.

Sheinbaum argued that reopening a case connected to events that occurred nearly three decades ago raises concerns about political motivations. Without directly challenging the judicial process, she said Mexico does not support actions that could be viewed as interference in the affairs of another country.

Cuba Continues to Defend Its Actions

The Cuban government has consistently maintained that the aircraft involved repeatedly entered Cuban airspace despite earlier warnings from authorities. Havana has long defended the military response as an act of self-defence intended to protect the country’s sovereignty.

Raul Castro, now 94 years old, remains one of the most influential political figures in Cuba’s modern history, although he stepped away from official leadership roles several years ago. The renewed attention on the 1996 incident has once again highlighted long-standing tensions between Cuba and the United States.

Sheinbaum Calls for Balanced Relations With Washington

During her remarks, Sheinbaum also addressed broader relations with the United States, especially on issues tied to security and organized crime. She said Mexico believes cooperation between neighboring countries should always be based on equality and mutual respect rather than pressure or political influence.

The Mexican president stated that while both countries continue to collaborate on major security concerns, Mexico will not accept approaches that undermine its constitutional framework. She added that maintaining constructive relations with Washington remains important for both nations and their citizens.

According to Sheinbaum, Mexico wants practical cooperation with the United States without creating unnecessary political confrontation. She emphasized that dialogue remains the preferred path in handling bilateral issues.

Security Cooperation Remains Under Discussion

Sheinbaum also revealed details of a recent meeting with US Homeland Security Secretary Markwayne Mullin, where security coordination between the two countries was discussed. She said the conversation focused on ensuring that all joint efforts operate within the limits established by Mexican law.

The president explained that Mexico’s Constitution does not permit foreign agents to conduct operations independently on Mexican territory. She noted that any collaboration must take place through agreed legal mechanisms and under Mexican authority.

Officials from both governments reportedly reaffirmed their commitment to continuing security coordination while respecting each nation’s sovereignty. Sheinbaum described the relationship as one based on cooperation rather than subordination, signaling Mexico’s intention to maintain an independent position in regional affairs.

CIA-Linked Incident Adds to Political Sensitivity

The discussions surrounding security cooperation have gained additional attention following reports that two US citizens believed to have ties to the Central Intelligence Agency participated in an operation earlier this year in Chihuahua, a northern Mexican state. Both individuals later died in a vehicle accident, according to reports.

Although details surrounding the operation remain limited, the incident has contributed to ongoing debate in Mexico regarding the role of foreign personnel in domestic security matters. The issue is expected to remain part of future bilateral discussions, with another high-level meeting between Mexican and US officials anticipated in June.
