DelhiUniversity – DU Raises Objections Over St Stephen’s Principal Appointment
DelhiUniversity – The University of Delhi has directed St Stephen’s College to temporarily suspend the appointment process of Professor Susan Elias as the institution’s new principal after raising concerns over alleged procedural irregularities linked to the University Grants Commission regulations.

The development came just two days after the college announced Professor Elias as the first woman principal in the 145-year history of the institution. The decision had initially been viewed as a landmark moment for one of the country’s most prominent colleges, but the appointment has now come under scrutiny following objections from the university administration.
University Flags Procedural Concerns
In an official communication issued on Thursday, the Delhi University registrar informed the chairman of the governing body of St Stephen’s College that the university had taken note of reports regarding the principal’s appointment. The letter referred to provisions laid down under the UGC Regulations, 2018, which govern the process for selecting principals in affiliated colleges.
According to the university, the appointment procedure did not meet certain mandatory requirements prescribed under the regulations. One of the major concerns highlighted by the administration was the absence of university-nominated subject experts in the selection process.
The registrar stated that the university had not received any request from the college for the nomination of experts, a step considered necessary under the UGC framework. The regulations require the inclusion of academic experts connected to panels approved by the vice chancellor and the university authorities.
Questions Over Selection Committee Structure
The university also raised questions regarding the constitution of the selection committee that recommended Professor Elias for the role. In its communication, the administration indicated that the committee may not have been formed in line with the standards outlined under the UGC Regulations, 2018.
The letter further mentioned that any recommendations made by a committee not constituted according to prescribed rules could not be implemented. As a result, Delhi University advised the college not to move forward with the appointment at this stage.
The university has instructed St Stephen’s College to convene a fresh meeting with a properly constituted selection panel that complies fully with regulatory norms before taking any further action regarding the principal’s appointment.
Historic Appointment Faces Delay
Professor Susan Elias, an academic specialising in computer science and known for her administrative experience in higher education, had been selected to succeed outgoing principal Professor John Varghese. She was expected to formally assume charge on June 1.
The announcement of her appointment earlier this week had attracted considerable attention within academic circles because it marked the first time a woman had been chosen to lead the historic college since its establishment more than a century ago.
However, the university’s intervention has now placed the transition process on hold until procedural issues are reviewed and resolved. Neither the college administration nor Professor Elias has publicly commented in detail on the latest development so far.
Regulatory Compliance Under Spotlight
The dispute has once again drawn attention to the importance of adherence to UGC norms in appointments across higher educational institutions. Universities and affiliated colleges are required to follow specific procedures for senior academic appointments to ensure transparency and uniformity in governance.
Delhi University’s latest directive indicates that the administration intends to strictly enforce regulatory standards in appointments made by affiliated colleges. The matter is expected to remain under discussion until a revised selection process, if required, is completed in accordance with university and UGC guidelines.
