PropertyRegularisation – The long-awaited process to regularise properties in unauthorised colonies across Delhi is set to begin on April 24, offering relief to a large number of residents who have been awaiting legal recognition of their homes. Authorities confirmed that applications can now be submitted through the Municipal Corporation of Delhi’s SWAGAM portal, marking a significant step toward streamlining property ownership issues in the capital.

Online System Introduced for Property Applications
Officials have stated that residents living in 1,521 identified unauthorised colonies are eligible to apply for regularisation using the newly launched digital platform. The move is part of a broader policy initiative introduced earlier this month by the central government, which aims to regularise such colonies under an “as is where is” framework.
The online system is designed to simplify the application process and reduce the need for physical visits to government offices. By shifting the entire procedure to a digital interface, authorities hope to improve efficiency and ensure transparency in processing requests.
Eligibility and Required Documents Explained
Applicants who already hold key ownership documents—such as conveyance deeds for properties built on government land or authorisation slips for those on private land—can directly proceed with their applications through the portal. These documents were previously issued by the Delhi Development Authority and remain valid for the new process.
However, residents who do not yet possess these documents will need to complete an additional step. They will be directed to the PM-UDAY portal, where they can apply to obtain the necessary ownership papers before returning to the SWAGAM platform for final submission.
Administrative Changes to Speed Up Process
In a notable administrative shift, the responsibility for issuing conveyance deeds and authorisation slips has now been transferred from the Delhi Development Authority to the Revenue Department of the Delhi government. This change is intended to decentralise the process and make it more accessible at the district level.
To support this transition, dedicated units are being established under Additional District Magistrates (ADMs) across all 13 districts of Delhi. Each ADM will serve as a nodal officer, overseeing applications and ensuring that the process moves forward without unnecessary delays.
Large-Scale Impact Expected Across City
The initiative is expected to benefit more than one million households, many of whom have faced legal and financial uncertainties due to the unregulated status of their properties. Regularisation will provide residents with official ownership recognition, potentially improving access to basic services, financial institutions, and property transactions.
Officials emphasized that once applicants receive their ownership documents, the Municipal Corporation of Delhi will issue regularisation certificates directly through the SWAGAM portal. This final step will confirm the legal status of the property.
Fully Digital Workflow Aims for Transparency
Authorities have highlighted that the entire procedure—from document verification to final certification—will be conducted through an integrated digital system. This approach is expected to minimise errors, reduce processing time, and enhance accountability within the system.
By introducing a unified online mechanism, the government aims to address long-standing issues surrounding unauthorised colonies while ensuring that the process remains accessible and efficient for residents.
