WaterManagement – Centre Pushes Advanced River Planning Across Northeast States

WaterManagement –   Union Jal Shakti Minister C R Patil on Wednesday led the 14th meeting of the High-Powered Review Board of the Brahmaputra Board, where officials and representatives from northeastern states discussed long-term strategies to strengthen river basin planning and flood control systems across the region.

Updated River Basin Plans Under Discussion

During the review meeting, authorities identified 76 river basins and sub-basins that will undergo fresh master plan preparation and revision. The initiative is aimed at improving water resource management in areas that frequently face floods, erosion, and changing river patterns.

Officials said the revised plans will rely heavily on modern technological tools to ensure more accurate assessment and planning. These include Geographic Information System (GIS) mapping, LiDAR-based terrain analysis, remote sensing technologies, and advanced hydrological modelling techniques. The use of these systems is expected to help agencies better understand river behaviour, flood risks, and environmental changes in vulnerable regions.

Focus on Flood Preparedness and Data-Based Planning

The northeastern states, especially areas influenced by the Brahmaputra river system, regularly experience severe flooding during the monsoon season. Government representatives at the meeting stressed the need for scientific planning methods that can support quicker decision-making and improve disaster preparedness.

According to officials present during the discussions, integrating digital tools into river basin management will also support infrastructure planning, water conservation efforts, and coordination among different state agencies. The updated master plans are expected to provide a more detailed framework for future flood mitigation projects and river management policies.

Launch of National Water Reform Initiative

Alongside the review meeting, Minister Patil also introduced the State Water Reforms Framework, a nationwide initiative designed to improve water governance standards across states and Union Territories.

The framework has been structured around 75 performance indicators that cover several key areas linked to water administration and policy implementation. These indicators focus on policy reforms, regulatory systems, infrastructure development, monitoring of ongoing projects, digital transformation, scientific research, and public participation in water management programmes.

Government officials stated that the framework aims to encourage states to adopt transparent and measurable practices while improving accountability in water-related projects.

States Given Timeline for Submissions

As part of the reform exercise, all states and Union Territories have been asked to review the indicators and submit their responses within the next seven months. The final deadline for submissions has been fixed as January 31, 2027.

Officials believe the reform framework could help create a more coordinated national approach toward water governance while also supporting region-specific solutions for river management and flood control.

The Union Jal Shakti Ministry has been increasingly focusing on technology-driven planning and institutional reforms as India faces growing challenges linked to climate variability, rising water demand, and recurring flood-related disruptions in several regions.
