WaterGovernance – Centre Pushes Major Reforms for River Basin Management

WaterGovernance – The Centre has intensified efforts to strengthen water governance across India with a renewed focus on river basin planning, flood management, and institutional reforms. Union Minister for Jal Shakti CR Patil chaired the 14th meeting of the High-Powered Review Board involving the Brahmaputra Board and key stakeholders on Wednesday, where several long-term initiatives were discussed for the Northeast region.

River Basin Plans Expanded Across Northeast

During the review meeting, officials and stakeholders agreed on the identification of 76 river basins and sub-basins for preparing and revising comprehensive masterplans linked to the Brahmaputra and Barak river systems. The exercise is expected to improve scientific planning related to water resources, flood control, erosion prevention, and environmental sustainability in the region.

The discussions also focused on strengthening coordination among states and central agencies to improve long-term river basin management. Authorities highlighted the need for modern technology and updated data systems to address recurring flood and erosion challenges faced by northeastern states.

New Framework Introduced for Water Governance

At the meeting, Minister Patil formally launched the State Water Reforms Framework, a nationwide initiative designed to encourage governance reforms in the water sector across states and union territories. The framework introduces 75 performance indicators divided into five broad categories, including policy and regulation, infrastructure development, project monitoring, digital innovation, and public participation.

The initiative aims to help states evaluate their progress, identify policy gaps, and adopt proven practices from other regions. Officials said the framework would support evidence-based decision-making while promoting transparency and accountability in water management systems.

States have been given seven months to implement reforms and submit responses on the listed indicators by January 31, 2027.

Focus on Technology and Institutional Strengthening

The framework also encourages measurable reforms in critical sectors such as groundwater regulation, wastewater reuse, dam safety, irrigation management, floodplain zoning, and river basin planning. It further stresses the importance of integrating digital tools and improving institutional capacity for effective water governance.

According to the ministry, states will be encouraged to adopt systems that improve resilience and ensure long-term water security in line with the broader national development vision.

Addressing the gathering, Patil said sustainable water management cannot rely solely on infrastructure projects. He emphasised that effective governance, strong institutions, policy reforms, technological advancement, and community participation are equally essential for addressing future water challenges.

Advanced Mapping Technologies Discussed

The High-Powered Review Board also assessed the progress of the Brahmaputra Board in areas such as flood and erosion management, digital transformation, springshed rejuvenation, and institutional reforms.

Detailed deliberations were held on the use of advanced technologies for preparing and updating river basin masterplans. These technologies include Geographic Information Systems (GIS), remote sensing, LiDAR surveys, and hydrological modelling, which are expected to improve the accuracy of flood forecasting and river management strategies.

Officials reviewed ongoing and proposed projects linked to flood protection, anti-erosion measures, drainage development, springshed restoration, and water conservation across several northeastern states.

NERIWALM Governing Body Meeting Held

Apart from the review board discussions, the Union Minister also chaired the sixth meeting of the Governing Body of the North Eastern Regional Institute of Water and Land Management (NERIWALM). The institute functions under the Department of Water Resources, River Development and Ganga Rejuvenation within the Ministry of Jal Shakti.

The meeting reviewed institutional activities related to water and land management research, training programmes, and regional development initiatives aimed at improving water resource management in the Northeast.
