Inquiry Triggered After Alleged Assault Case

The action comes in the wake of an alleged sexual assault involving a nursery student in the school’s pre-primary section on April 30. Following the incident, the government instructed the Directorate of Education (DoE) to conduct a detailed investigation into the institution’s functioning. The inquiry aimed to examine not only the circumstances surrounding the incident but also the school’s overall compliance with education and safety regulations.

Official Report Highlights Serious Administrative Failures

According to findings submitted by committees formed by the Directorate of Education, the school displayed significant shortcomings in administrative oversight, financial governance, and institutional accountability. The report stated that senior management failed to uphold its responsibilities and alleged that efforts were made to suppress details connected to the reported case instead of ensuring transparency and prompt corrective action.

The inquiry concluded that the institution’s internal systems were inadequate to safeguard students and ensure proper monitoring of school operations.

CCTV Network Found Non-Functional During Police Visit

Investigators also identified major security concerns during the police inspection of the school’s pre-primary campus. Officials found that all 64 CCTV cameras installed on the premises were not functioning when law enforcement officers arrived to investigate the alleged offence.

The absence of operational surveillance equipment has raised serious questions about the school’s security arrangements and its ability to maintain a safe environment for young children. Authorities are examining whether these failures affected the investigation or violated mandatory safety requirements.

Unauthorised Branch Operating From Residential Building

The inquiry further revealed that the school had been conducting nursery and kindergarten classes from a private residential property located in Narang Colony without obtaining the required official approval. The Directorate of Education noted that this branch was operating outside the authorised framework prescribed for recognised educational institutions.

Officials are also reviewing how the unauthorised campus continued to function without the necessary permissions and whether any regulatory requirements were ignored during its operation.

Basement Used for Children’s Activities Without Oversight

Another issue highlighted in the investigation relates to the use of the building’s basement as an activity area for young students. According to the inquiry report, children were being taken to the basement despite the absence of proper supervision and without adequate safety arrangements.

Education authorities have treated this finding as a significant concern because activity spaces used by minors are expected to meet prescribed safety standards and remain under continuous adult supervision.

Government Seeks Accountability From School Management

The Delhi government has directed the Directorate of Education to pursue the strongest action permitted under applicable rules against the school’s managing trust and those responsible for its administration. The management must now submit its explanation within the stipulated seven-day period. Based on its response and the findings already recorded, the authorities will determine the next course of action in accordance with the law.
