Parliament – Rajya Sabha Set to Fill Joint Committee Vacancies During Monsoon Session
Parliament – The Monsoon Session of Parliament begins on Monday with several key legislative and procedural matters scheduled for discussion. Among the major agenda items is the appointment of two Rajya Sabha members to a Joint Committee, alongside government statements on parliamentary recommendations and a proposal related to the National Cadet Corps.
The opening day of the Monsoon Session is expected to focus on important parliamentary business, including filling vacancies in a Joint Committee examining two significant pieces of legislation. Union Minister L. Murugan is scheduled to introduce a motion recommending the appointment of Rajya Sabha members Bhim Singh and Sagarika Ghose to the committee.
Proposal to Fill Vacant Committee Positions
The proposed appointments come after vacancies were created following the departure of Saket Gokhale and Bhubaneswar Kalita from the Rajya Sabha. As part of the day’s business, the Upper House will consider the Lok Sabha’s recommendation seeking concurrence on the induction of two new Rajya Sabha members into the Joint Committee.
If approved, Bhim Singh and Sagarika Ghose will replace the outgoing members and continue the committee’s examination of the Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024, along with the Union Territories Laws (Amendment) Bill, 2024. The Rajya Sabha will also formally communicate the appointments to the Lok Sabha after the motion is adopted.
Government to Present Update on Oil PSU Litigation
Another important item on Monday’s agenda is a statement by Union Minister Suresh Gopi concerning the implementation of parliamentary recommendations related to legal disputes involving oil Public Sector Undertakings (PSUs).
The minister is expected to brief the House on the government’s action taken in response to recommendations contained in the Fourth Report of the relevant parliamentary committee during the Eighteenth Lok Sabha. The report reviews progress made on earlier recommendations outlined in the Twenty-fourth Report of the Seventeenth Lok Sabha, which examined litigation involving oil PSUs under the Ministry of Petroleum and Natural Gas.
The update is intended to inform Parliament about the measures adopted by the government and the present status of implementation of those recommendations.
Motion Planned for NCC Advisory Committee Election
The day’s proceedings will also include a proposal from Union Minister of State Sanjay Seth regarding the Central Advisory Committee for the National Cadet Corps (NCC).
Seth is scheduled to move a motion seeking the election of a member to the advisory body in accordance with the provisions of the National Cadet Corps Act, 1948. The appointment process follows the legal framework outlined under Section 12 of the Act, which governs the constitution of the committee.
Monsoon Session Expected to Witness Political Exchanges
Beyond procedural matters, the Monsoon Session is anticipated to feature vigorous debates between the government and the Opposition on a range of national issues. The session is scheduled to continue until August 13, providing both sides with opportunities to raise legislative, political and governance-related concerns.
Political observers also expect attention to be drawn to the parliamentary entry of the Nationalist Citizens Party of India (NCPI). The newly formed party emerged after 20 rebel Trinamool Congress MPs combined their faction and aligned themselves with the National Democratic Alliance (NDA). Their arrival is likely to add a new dimension to parliamentary proceedings during the session.
With committee appointments, ministerial statements and political developments all on the agenda, the opening day of the Monsoon Session is set to lay the groundwork for several weeks of legislative activity in Parliament.
