Parliament – Om Birla Urges Cooperation Ahead of Crucial Monsoon Session
Parliament –The stage is set for the Monsoon Session of Parliament, with preparations focusing on legislative priorities and constructive debate under the guidance of Lok Sabha Speaker Om Birla.
As Parliament prepares to begin its Monsoon Session, Lok Sabha Speaker Om Birla convened a meeting of the Business Advisory Committee (BAC) on Sunday to finalise the legislative agenda and review arrangements for the upcoming sittings. The meeting brought together representatives from both the ruling alliance and the Opposition to discuss the schedule of business and the time allocation for key bills expected to be introduced or debated during the session.
Speaker Calls for Orderly and Meaningful Proceedings
Addressing members during the meeting, Om Birla appealed to all political parties to work together to ensure that the House functions without disruption. He stressed that Parliament serves as the country’s highest democratic forum and should be used to address issues affecting citizens through meaningful and well-informed discussions.
The Speaker encouraged lawmakers to participate responsibly in debates while maintaining the dignity and traditions of Parliament. He expressed confidence that members across party lines would contribute positively, allowing important national matters to receive detailed attention during the session.
Government and Opposition Discuss Legislative Priorities
During the BAC meeting, representatives from both the government and Opposition shared their views on the legislative business planned for the Monsoon Session. According to sources familiar with the discussions, members also proposed several topics of public importance and national relevance that they believe should be taken up for debate.
The exchange of views reflected the committee’s role in ensuring that parliamentary business is planned in an organised manner while providing adequate opportunities for discussions on pressing policy issues. The Speaker reiterated his expectation that all sides would cooperate in making the session productive and beneficial for the public.
Debate Schedule Finalised for Major Bills
The Business Advisory Committee also finalised the time to be allocated for debating several important bills expected to come before Parliament. Among them, the Foreign Contribution (Regulation) Amendment Bill, 2026 has been assigned four hours for discussion.
The Income Tax (Amendment) Bill, 2026 has similarly been allotted four hours, providing members with sufficient time to examine the proposed changes and present their views. Another significant proposal, the Supreme Court (Number of Judges) Amendment Bill, 2026, has also received a four-hour debate schedule.
In addition, lawmakers will spend four hours discussing the Registration of Births and Deaths (Amendment) Bill, 2026, which is expected to address updates related to the country’s civil registration framework.
MSME Bill Receives Longer Discussion Window
Among the legislative proposals listed for consideration, the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026 has been given the longest discussion period. The committee allocated five hours for debate, reflecting the importance of the sector to employment, manufacturing and economic growth.
Another measure on the agenda, the Prevention of Insults to National Honour (Amendment) Bill, 2025, has been scheduled for four hours of discussion in the Lok Sabha. Members are expected to deliberate on the proposed amendments before the legislation moves to the next stage of the parliamentary process.
With the debate schedule now in place, the Monsoon Session is expected to witness discussions on a range of legislative proposals covering governance, taxation, judicial administration, business development and other matters of national significance. The focus will remain on ensuring smooth proceedings while allowing Parliament to carry out its legislative responsibilities effectively.
