Paper Leak Law – The Union Government has taken another significant step toward improving the credibility of public examinations by introducing fresh legislative measures aimed at preventing paper leaks and examination fraud across the country.
The Central Government is preparing to introduce The Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 in the Lok Sabha, with the objective of tightening the existing legal framework against question paper leaks and other forms of malpractice in public examinations. The proposed amendment is expected to reinforce accountability while ensuring greater transparency in the conduct of competitive examinations conducted at the national level.
Minister Welcomes Proposed Legislation
West Bengal Minister Dilip Ghosh welcomed the Centre’s decision, describing the proposed amendment as an important initiative to eliminate the long-standing issue of paper leaks. Speaking to reporters on Monday, he said the government has consistently expressed its commitment to safeguarding the interests of students by introducing stronger legal provisions.
According to Ghosh, the Prime Minister had previously indicated that comprehensive legislation would be brought before Parliament to tackle examination-related irregularities. He noted that paper leaks have affected both state-level and central recruitment examinations in recent years, creating uncertainty for candidates while allowing criminal networks to profit from illegal activities.
Focus on Protecting Students and Recruitment Process
Highlighting the purpose behind the amendment, Ghosh stated that the proposed law has been designed to address organized corruption associated with competitive examinations. He said repeated incidents of leaked question papers have damaged public confidence in recruitment systems and created unnecessary hardships for lakhs of students preparing for government jobs and academic opportunities.
He further emphasized that the government intends to ensure strict legal action against individuals involved in leaking examination papers as well as those assisting such operations. He added that the objective is not only to punish offenders but also to establish preventive mechanisms that reduce the possibility of similar incidents in the future.
Bill Scheduled for Introduction in Lok Sabha
As listed in the Lok Sabha’s business agenda for July 27, Union Minister Dr. Jitendra Singh is expected to seek permission from the House to introduce the amendment to the Public Examinations (Prevention of Unfair Means) Act, 2024. The proposed legislation seeks to strengthen the existing law by incorporating additional provisions intended to improve enforcement against examination-related fraud.
Following its introduction, the Minister is also expected to request that the House take up the Bill for consideration and approval during the parliamentary proceedings.
Stronger Legal Framework Under Consideration
The proposed amendment comes at a time when examination integrity has become a major national concern following several instances of alleged paper leaks and irregularities in competitive tests. The government believes that reinforcing the legal framework can help improve transparency, strengthen institutional accountability, and restore confidence among students and job aspirants.
If enacted, the amendment is expected to provide authorities with stronger legal tools to deal with individuals and organized groups involved in unfair practices during public examinations. The initiative reflects the Centre’s broader effort to promote fairness, credibility, and transparency across India’s examination system while protecting the future of millions of candidates.
