Legal – IPAC Co-Founder Vinesh Chandel Seeks Bail in Coal Scam Case

Legal –  A Delhi court is set to examine a bail application filed by Vinesh Chandel, co-founder and director of IPAC, in connection with a money laundering case linked to an alleged coal scam in West Bengal dating back to 2020. The plea was submitted on Thursday and is scheduled for further hearing later this month.

Court Issues Notice to Enforcement Directorate

The bail petition came up before Additional Sessions Judge Dhirendra Rana, who directed the Enforcement Directorate (ED) to respond to the application. The court has fixed April 29 as the next date of hearing, by which time the agency is expected to present its position on the matter.

Chandel approached the court shortly after being remanded to judicial custody for 14 days. This followed the conclusion of his custodial interrogation by the ED, which had earlier taken him into custody as part of its ongoing probe into alleged financial irregularities tied to the case.

Defense Argues No Further Need for Custody

Representing Chandel, Senior Advocate Vikas Pahwa argued that continued detention would serve no investigative purpose. According to the defense, all necessary questioning had already been completed during ED custody, and there was no justification for keeping his client behind bars any longer.

The plea emphasized that Chandel had cooperated with investigators and was not in a position to influence the course of the inquiry. It also highlighted that further incarceration would be unwarranted, especially when the investigation could proceed without his physical custody.

Allegations of Financial Misconduct

The Enforcement Directorate has alleged that the case involves multiple financial discrepancies, including the use of fake invoices, unsecured financial transactions, and hawala routes to move funds. The agency estimates that the total proceeds of crime linked to the case amount to approximately ₹50 crore.

According to officials, these alleged transactions form part of a broader network of irregularities connected to the illegal coal trade in West Bengal. The probe seeks to uncover the flow of funds and identify individuals who may have benefited from or facilitated the transactions.

Background of the Investigation

The money laundering case stems from an earlier investigation into irregularities in coal mining and transportation activities. Authorities have been examining the role of various entities and individuals in allegedly generating and channeling illicit funds through complex financial arrangements.

Over time, the ED has expanded its probe to include suspected laundering of proceeds derived from these activities. The agency has conducted searches, recorded statements, and made arrests as part of its efforts to trace financial links and establish accountability.

Awaiting Court’s Decision

With the ED expected to file its response soon, the court will consider arguments from both sides before deciding on the bail request. Legal observers note that the outcome may depend on factors such as the stage of the investigation, the nature of allegations, and the extent of cooperation by the accused.
