Investment – Andhra Pradesh Expands Economic and Technology Ties With Russia

Investment – Andhra Pradesh has taken another step toward strengthening its international economic relationships, with Human Resource Development and Information Technology Minister Nara Lokesh concluding a series of meetings and engagements in Russia during the St. Petersburg International Economic Forum (SPIEF) 2026. The visit focused on attracting investment, expanding industrial cooperation, and exploring technology-driven partnerships that could support the state’s long-term development goals.

Focus on Industrial Expansion

A key part of the visit centered on discussions with senior executives of RUSAL, one of the world’s leading aluminium producers. The talks reviewed the progress of the company’s existing investments in Andhra Pradesh, particularly its alumina-related projects. Both sides also examined possibilities for extending cooperation across the broader aluminium sector.

The discussions covered opportunities in aluminium processing, manufacturing of specialty alloys for automotive and aerospace industries, foil production, and the development of a fully integrated aluminium ecosystem. Such an ecosystem could include refining, production, and value-added manufacturing activities within the state, creating greater industrial capacity and employment opportunities.

Strengthening India-Russia Economic Relations

Speaking during the forum, Nara Lokesh emphasized the longstanding relationship between India and Russia and highlighted the importance of expanding cooperation into emerging sectors. According to him, the meetings at SPIEF opened doors for future collaboration in technology, smart infrastructure, mobility solutions, advanced manufacturing, and artificial intelligence.

He noted that Andhra Pradesh remains committed to building lasting partnerships with Russian companies and institutions. These collaborations, he said, can help generate investment, encourage innovation, create jobs, and contribute to sustainable economic growth for both regions.

Engagement Across Multiple Sectors

During his visit, Lokesh interacted with representatives from several Russian industries, government agencies, and research institutions. The discussions covered a wide range of sectors, including energy, logistics, transportation, railway manufacturing, digital infrastructure, semiconductors, and critical minerals.

Officials said the meetings were aimed at identifying areas where Andhra Pradesh could benefit from international expertise while offering investment opportunities to global businesses looking to expand in India.

At SPIEF 2026, Lokesh presented Andhra Pradesh’s ambition of becoming a globally competitive destination for manufacturing and technology-driven industries. He observed that economic growth is increasingly shifting toward emerging markets, creating favorable conditions for regions that offer strong infrastructure, skilled talent, and stable policy frameworks.

He stressed that states capable of combining these strengths are well-positioned to attract global investment and participate in the next phase of industrial growth.

Urban Mobility and Smart City Cooperation

Urban innovation formed another important component of the visit. Lokesh held discussions with officials from the Moscow government, including Transport Minister and Vice Mayor Maksim Liksutov. The talks focused on advanced transportation systems, artificial intelligence-based traffic monitoring, integrated command centers, and modern mobility solutions.

Both sides agreed to explore technical cooperation in areas that could improve urban transportation efficiency, reduce congestion, and strengthen road safety through the use of data and digital technologies.

Technology and Skills Development Take Center Stage

Technology partnerships emerged as a major theme throughout the visit. Meetings with senior representatives of Sberbank, including engagements at School 21 and SberCity, focused on future-ready skills, digital transformation, artificial intelligence applications, and innovation ecosystems.

The Andhra Pradesh delegation also met officials from St. Petersburg to discuss opportunities under smart and safe city initiatives. Separate discussions were held with leaders from the Republic of Tatarstan, including Industry and Trade Minister Oleg Korobchenko and Deputy Prime Minister Roman Shaykhutdinov, to explore additional areas of cooperation.

The visit highlighted Andhra Pradesh’s efforts to position itself as a leading destination for investment, advanced manufacturing, technology development, and international collaboration, while strengthening economic ties between India and Russia.
