Heritage – Kolkata’s iconic College Street is set for a major transformation as the West Bengal government moves ahead with an ambitious redevelopment plan aimed at preserving its literary identity while creating a more pedestrian-friendly public space.
West Bengal Municipal Affairs and Urban Development Minister Agnimitra Paul visited College Street on Wednesday to review the proposed redevelopment project. Accompanied by Kolkata Municipal Corporation (KMC) Commissioner Smita Pandey and senior civic officials, the minister inspected different parts of the historic neighbourhood and interacted with local traders, booksellers and visitors to understand their views on the upcoming changes.
Government outlines vision for a literary district
The redevelopment proposal seeks to reshape portions of College Street into a cultural destination inspired by London’s Oxford Street. Under the plan, selected stretches of the area will become vehicle-free, allowing visitors to walk or cycle through the famous book district without regular traffic.
Officials said the redesign is intended to strengthen College Street’s identity as a hub for books, learning and culture while improving the overall experience for residents, students and tourists. Authorities also plan to relocate some bookshops from the main road into newly designed stalls that will follow a uniform architectural style.
Focus on encouraging reading among younger generations
Speaking during the inspection, Minister Agnimitra Paul said the initiative aims to encourage young people to reconnect with books at a time when digital devices dominate daily life.
She explained that visitors would be able to rent bicycles from designated cycle stands instead of bringing their own. Those who prefer walking would have uninterrupted pedestrian pathways, while battery-operated vehicles would be available to assist senior citizens and people with mobility challenges.
According to the minister, the project has been designed to create a calm and welcoming atmosphere where reading and learning can flourish without the distractions of heavy traffic and excessive noise.
Planned facilities to enhance visitor experience
The proposed makeover includes dedicated bookstores, notebook outlets and book-themed cafés that will complement the area’s long-standing literary tradition. Reading benches will be installed at various locations, giving visitors spaces to sit and enjoy books in a peaceful environment.
Officials also plan to introduce vintage-style street lamps, aesthetically designed public spaces and free Wi-Fi connectivity. These additions are intended to make the district more attractive while preserving its historic character. Young readers will be able to access digital services if required while continuing to enjoy the area’s traditional book culture.
The government clarified that the main College Street carriageway will not undergo immediate changes because it remains an important traffic corridor within central Kolkata. Instead, the focus will initially remain on adjoining sections that can be redeveloped without significantly affecting traffic movement.
Preserving the legacy of a historic landmark
For generations, College Street has been regarded as the intellectual centre of Kolkata. The area is internationally recognised for its extensive network of bookshops and pavement stalls offering academic textbooks, rare publications, second-hand books, school materials and competitive examination guides.
Its reputation extends beyond commerce, serving as a meeting point for students, scholars, teachers and researchers from across the country. The neighbourhood has long played a significant role in shaping the city’s educational and cultural landscape.
Several renowned educational institutions are located in and around College Street, including the University of Calcutta, Presidency University, Sanskrit College and University, Hindu School and Hare School. Their presence has contributed to the area’s enduring status as one of India’s most respected academic centres.
Adding further to its historic appeal is the iconic Indian Coffee House, a landmark gathering place that has welcomed generations of writers, artists, professors, journalists and public intellectuals. Together with the surrounding book market, it continues to symbolise Kolkata’s rich literary and cultural heritage.
