Governance Reforms – The Central Government has introduced a fresh set of legal reforms in Chandigarh by extending five important state laws to the Union Territory. The move is aimed at improving administrative efficiency, increasing transparency in public systems, and creating a more business-friendly environment for residents and investors alike.

New Property and Stamp Duty Measures Introduced
Among the newly implemented laws are the Indian Stamp (Punjab Amendment) Acts of 2001 and 2003. These legislations are expected to strengthen the monitoring of property transactions and improve the collection of stamp duty in Chandigarh.
Officials believe the updated framework will help authorities identify cases where property values are deliberately shown lower than market rates during registration. The reforms are also expected to reduce revenue leakage and bring greater transparency to real estate dealings.
Ownership Records in Residential Areas to Become Clearer
The Centre has also enforced the Punjab Abadi Deh (Record of Rights) Act, 2021, in Chandigarh. The law focuses on preparing proper ownership records in residential settlement areas that were previously outside formal land documentation systems.
Authorities say the legislation could help reduce property disputes by creating a clear legal structure for ownership rights. It is also expected to support organised urban planning and improve land administration across the Union Territory.
Tougher Rules Against Human Smuggling Activities
Another major reform includes the implementation of the Punjab Prevention of Human Smuggling Act, 2012, along with its 2014 amendment. The law introduces a stricter regulatory framework for travel agents operating in Chandigarh.
Under the new system, travel agencies will face licensing requirements and stricter monitoring measures. The legislation is intended to protect citizens, especially students and job seekers, from fraudulent overseas employment and immigration schemes. Authorities have also been given stronger enforcement powers and penalty provisions to curb illegal human smuggling networks.
Fire Safety Framework Receives Modern Upgrade
Chandigarh has also adopted the Haryana Fire and Emergency Services Act, 2022, replacing the earlier fire safety system with a more modern and risk-based structure.
The new law simplifies approval procedures and increases the validity period of Fire Safety Certificates. It also promotes professional compliance practices while introducing a revised penalty system. Officials say these changes are designed to improve public safety standards while reducing unnecessary compliance pressure on businesses and institutions.
New Tenancy Law to Improve Rental Housing System
In a significant housing-related reform, the Assam Tenancy Act, 2021, aligned with the national Model Tenancy Act, has also been extended to Chandigarh. The legislation replaces the old East Punjab Urban Rent Restriction Act of 1949.
The updated tenancy framework provides legal clarity for both landlords and tenants through formal rental agreements and clearly defined rights and responsibilities. It also introduces structured eviction procedures and a faster dispute resolution process.
Government officials believe the reforms could encourage more property owners to offer homes for rent, thereby improving the availability of rental housing in Chandigarh.
Centre Highlights Governance and Citizen-Focused Reforms
The Ministry of Home Affairs issued five separate notifications to implement the legislations under provisions of the Punjab Reorganisation Act, 1966. Since Chandigarh does not have its own legislature, the Centre has historically extended suitable state laws to the Union Territory whenever required.
According to officials, the latest reforms are intended to close legal gaps, strengthen citizen protection measures, and improve governance standards across different sectors. The government also expects the updated laws to contribute to smoother public administration and support long-term urban development in Chandigarh.
