Tourism – NITI Aayog Suggests Visa Reforms to Boost India’s Hospitality Sector
Tourism – India’s tourism and hospitality sector could see significant changes as NITI Aayog has proposed a broad set of policy reforms aimed at making travel easier for international visitors while creating a more business-friendly environment for industry stakeholders.

The recommendations are part of the policy body’s latest report, Unlocking Growth in Tourism and Hospitality Sector, released on Tuesday. The report outlines measures designed to improve investment opportunities, simplify regulations, and strengthen India’s position as a preferred destination for global travellers. According to the report, reducing administrative hurdles can help unlock the country’s vast tourism potential and support long-term economic growth.
Focus on Easier Entry for International Visitors
Among the key proposals is the introduction of a Tourist Visa-on-Arrival system for travellers from selected countries. NITI Aayog has suggested that the government gradually move towards a framework that offers greater convenience through simplified visa categories, carefully chosen eligible nations, and stronger digital systems for processing applications and payments.
The report recommends offering a 90-day multiple-entry Visa-on-Arrival for visitors from identified countries. Such a system is expected to make travel planning more flexible, reduce entry-related formalities, and encourage tourists to return to India without facing repeated visa procedures. The policy body believes that easier entry rules could help convert travel interest into actual visits while also increasing repeat tourism.
Regulatory Changes for Tourism Businesses
Apart from visa reforms, the report places considerable emphasis on reducing the regulatory burden faced by businesses operating in the tourism and hospitality industry. It notes that accommodation providers are often required to obtain several licences, undergo mandatory inspections, and complete frequent licence renewals before starting or continuing operations.
According to NITI Aayog, these requirements can increase operational expenses, delay business activities, and create uncertainty for investors and service providers. The report therefore recommends simplifying the licensing framework and making approval as well as renewal processes more efficient. Such reforms are expected to improve the overall ease of doing business in the sector.
Unlocking India’s Tourism Potential
The report observes that India already possesses a wide range of tourism attractions, including cultural heritage, natural landscapes, religious destinations, adventure tourism, and diverse hospitality offerings. However, despite these strengths, regulatory complexity continues to limit the industry’s full growth potential.
NITI Aayog believes that a more transparent, consistent, and streamlined regulatory framework would encourage greater private investment and improve confidence among domestic as well as international businesses. By reducing procedural delays and ensuring a predictable policy environment, the sector could become more competitive on the global stage.
Long-Term Vision for Sector Growth
The recommendations form part of a broader strategy to enhance India’s tourism ecosystem through policy reforms rather than large-scale structural changes. The report highlights that simplifying travel procedures, modernising administrative systems, and reducing compliance requirements can collectively improve visitor experiences while supporting sustainable industry expansion.
If implemented, the proposed measures could strengthen inbound tourism, attract fresh investment into hospitality infrastructure, and create favourable conditions for long-term growth.
