Governance – The Himachal Pradesh government has assigned senior Indian Administrative Service (IAS) officer Kamlesh Kumar Pant the additional responsibility of serving as the state’s Chief Secretary with immediate effect. The decision was announced on Monday through an official notification issued by the Department of Personnel.
Appointment Made in Public Interest
According to the notification, the appointment was approved by the Governor of Himachal Pradesh in the interest of ensuring smooth administrative functioning. Pant will continue to handle his existing responsibilities while simultaneously performing the duties associated with the Chief Secretary’s office.
The government order stated that Kamlesh Kumar Pant, a 1993-batch IAS officer of the Himachal Pradesh cadre, has been entrusted with the additional charge alongside his current assignments. The notification was formally issued by M. Sudha Devi, Secretary (Personnel) to the state government.
Extensive Administrative Responsibilities
Pant currently occupies several influential positions within the state administration. He serves as Additional Chief Secretary (Revenue) and Financial Commissioner (Revenue). In addition, he oversees key departments including Forest, Home, and Vigilance. He is also the Chairman of the Himachal Pradesh State Pollution Control Board based in Shimla.
With the latest appointment, Pant’s role within the state bureaucracy has expanded further, placing him at the center of several important administrative and policy matters.
Recent Changes in Administrative Assignments
The development comes shortly after a change in the Revenue Department’s administrative structure. Last month, Pant was relieved of his responsibilities as Financial Commissioner (Appeals). The position was subsequently assigned to IAS officer R. Selvam, who had been awaiting a posting order and later took charge in Shimla.
The reshuffle was part of a broader administrative adjustment within the state government aimed at streamlining departmental responsibilities and ensuring continuity in governance.
Background to the Leadership Transition
Kamlesh Kumar Pant succeeds Sanjay Gupta, whose tenure drew public attention amid the ongoing Chester Hills land controversy. The matter involved notices issued by the Real Estate Regulatory Authority (RERA) and allegations related to environmental compliance issues.
The case generated significant political and public debate, leading to increased scrutiny of administrative decisions connected to the project.
Political Criticism and Legal Proceedings
In recent months, the controversy surrounding the Chester Hills matter intensified. The Communist Party of India (Marxist) called for immediate action against Gupta, alleging misuse of official authority and corruption. The party also demanded the registration of a First Information Report (FIR) in connection with the allegations.
Separately, the Himachal Pradesh High Court intervened in April by staying a significant portion of an order linked to the case. The court action followed a petition filed by the Municipal Corporation of Solan, which questioned the legality of the decision under provisions of the Municipal Act and raised concerns regarding jurisdiction.
The latest appointment of Kamlesh Kumar Pant comes at a time when the state administration is navigating important governance matters and seeking stability within its senior bureaucratic leadership. His extensive administrative experience and involvement in several major departments are expected to play a significant role in maintaining continuity across government operations.
