EnergyConservation –   Himachal Pradesh Governor Kavinder Gupta has unveiled a series of fuel conservation measures aimed at reducing energy consumption across official operations in the state. The initiative comes at a time when concerns over rising global crude oil prices and instability in West Asia have increased pressure on governments to promote responsible fuel usage and administrative discipline.

Governor Announces Restrictions on Official Fuel Usage

In a significant move, the Governor stated that he would no longer use the state government helicopter for official travel until international fuel markets stabilise and the geopolitical situation in West Asia improves. He said public officials must set an example during periods when the nation is being encouraged to conserve fuel resources responsibly.

Gupta also ordered an immediate reduction in the size of his official convoy by 50 percent. The decision is being viewed as part of a wider attempt to minimise unnecessary fuel consumption while promoting a culture of austerity within public administration.

Lok Bhavan Declared Fuel Conservation Zone

The Governor announced that Lok Bhavan would now operate as a designated “Fuel Conservation Zone.” Under the new framework, administrative functioning at the Governor’s residence and offices will focus on energy efficiency and reduced dependence on imported fuel.

As part of the initiative, “Petrol-Free Sundays” will be observed at Lok Bhavan. No official vehicle will consume petrol on Sundays, and all government-related engagements scheduled for that day will either be conducted virtually or managed through shared transport arrangements.

Officials believe the move could encourage other institutions in the state to adopt similar practices focused on reducing fuel consumption and limiting avoidable travel.

Shift Towards Virtual Governance

To further support the conservation campaign, all non-essential government meetings will now be held through video conferencing. The Governor’s office said the measure is intended to reduce road travel and improve administrative efficiency without affecting governance.

In addition, official programmes and public functions will be reorganised and grouped together wherever possible in order to decrease the number of vehicle movements linked to government activities.

The decisions align with Prime Minister Narendra Modi’s recent appeal for fuel conservation and responsible public spending amid growing global energy concerns.

Appeal to Universities and Educational Institutions

As Chancellor of state universities in Himachal Pradesh, Gupta also urged Vice Chancellors to immediately implement fuel and energy-saving practices within their campuses.

He advised educational institutions to formally encourage students, teaching staff, and employees to adopt carpooling, public transport, cycling, and walking for daily commuting whenever practical. According to the Governor, universities should actively demonstrate environmental responsibility through everyday operational practices rather than limiting conservation efforts to academic discussions.

He further appealed to students to take leadership roles in spreading awareness about fuel conservation in colleges, hostels, and local communities.

Message to Citizens on Responsible Consumption

Addressing the people of Himachal Pradesh, the Governor described fuel conservation as a collective national responsibility rather than merely an economic necessity. He encouraged citizens, especially young people, to reduce unnecessary vehicle usage and choose environmentally responsible travel options.

Gupta also highlighted the importance of supporting locally made goods and domestic tourism under the “Vocal for Local” approach. He encouraged residents to prioritise indigenous products, handicrafts, and Indian travel destinations over imported alternatives and foreign vacations.

Referring to Himachal Pradesh’s tourism potential, he said the state’s natural landscapes, spiritual destinations, and adventure tourism opportunities make it one of India’s leading travel regions. Promoting domestic tourism, he added, would strengthen local employment opportunities and contribute to the national economy during a challenging global energy period.
