Elections – A recent assessment of candidates contesting the second phase of the West Bengal Assembly elections has shed light on key aspects of their backgrounds, particularly regarding criminal records and financial status. The findings, based on an evaluation by the Association for Democratic Reforms, offer a closer look at the profiles of those seeking public office in this crucial electoral phase.

Significant Share of Candidates Face Criminal Charges
The report examined a total of 1,445 candidates and found that a notable portion have declared pending criminal cases in their election affidavits. According to the data, around 23 percent of candidates acknowledged having such cases, while about 20 percent reported serious charges.
Among these, a small number face severe allegations, including cases related to murder and attempted murder. Specifically, 16 candidates have disclosed murder charges, while 80 individuals are facing allegations of attempted murder. These figures underline the continuing concern over the criminalization of politics, an issue frequently debated in the context of Indian elections.
Party-wise Breakdown Reveals Contrasting Trends
A closer look at the major political parties reveals varying patterns. The Bharatiya Janata Party (BJP) shows the highest proportion, with a significant majority of its analysed candidates declaring criminal cases. Meanwhile, the Trinamool Congress (TMC), Communist Party of India (Marxist), and the Indian National Congress also have candidates with such disclosures, though at comparatively lower percentages.
This variation among parties reflects differing candidate selection strategies, but it also highlights the broader systemic challenge of candidates with legal cases entering the electoral arena.
Red Alert Constituencies Raise Concern
The report also identifies constituencies with a higher concentration of candidates facing criminal charges. Out of 142 constituencies in this phase, 63 have been classified as “red alert” constituencies. This designation is given when three or more candidates contesting from a constituency have declared criminal cases.
Such constituencies draw particular attention from election observers, as they indicate areas where voters are presented with limited choices among candidates without legal controversies.
Wealth Distribution Among Contestants
In addition to criminal records, the financial standing of candidates has also been analysed. The data reveals that approximately 22 percent of candidates possess assets exceeding Rs 1 crore, categorizing them as crorepatis.
Among major parties, the TMC has the highest proportion of candidates with declared assets above this threshold, followed by the BJP. The Congress and CPI(M) have relatively fewer candidates in this category, though the presence of wealthy candidates is evident across all parties.
Average Assets Reflect Financial Gap
The overall average asset value per candidate in this phase stands at around Rs 1.21 crore. However, there is a clear disparity when examined party-wise. Candidates from the TMC have the highest average declared assets, followed by those from the BJP. In comparison, candidates from CPI(M) and Congress report lower average asset values.
This financial variation highlights differences in economic backgrounds among candidates, which can influence campaign dynamics, outreach, and visibility during elections.
Key Dates for the Election Process
The West Bengal Assembly, consisting of 294 seats, is going to polls in two phases. The second phase, which includes the candidates analysed in this report, is scheduled alongside the first phase within April. The counting of votes is set to take place in early May, when the final outcome will be determined.
These findings collectively provide voters with important information about the individuals contesting elections, enabling more informed decision-making. Transparency in candidate disclosures continues to play a vital role in strengthening democratic processes.
