ElectionRolls – Electoral verification process for voter database accuracy and inclusion-India’s election authorities have launched the third phase of a large-scale electoral roll revision exercise aimed at improving the accuracy of voter records across several states and Union Territories.

Chief Election Commissioner Gyanesh Kumar on Thursday confirmed the beginning of Phase III of the Special Intensive Revision (SIR) programme, which will be carried out in 16 states and three Union Territories. Citizens have been encouraged to actively cooperate in the process by submitting their enumeration forms and verifying their details.

Focus on Accurate Electoral Records

According to the Election Commission of India, the revision drive is intended to ensure that electoral rolls contain only eligible voters while removing names that no longer qualify under election rules. Officials stated that the initiative is designed to strengthen the credibility and transparency of the voting system ahead of future elections.

The Commission said nearly 36 crore voters are expected to be covered during this phase. Authorities have coordinated the exercise with the ongoing Census house-listing work so that field staff and administrative resources can be used more efficiently.

States and Union Territories Included

The latest phase will take place across several regions, including Delhi, Odisha, Mizoram, Sikkim, Manipur, Uttarakhand, Andhra Pradesh, Arunachal Pradesh, Haryana, Chandigarh, Telangana, Punjab, Karnataka, Meghalaya, Maharashtra, Jharkhand, Nagaland and Tripura. The Union Territory of Dadra and Nagar Haveli and Daman and Diu will also be included in the exercise.

However, the Election Commission clarified that Himachal Pradesh and the Union Territories of Jammu and Kashmir and Ladakh are not part of the current schedule. Separate timelines for these regions are expected later because of weather-related challenges in snow-covered areas and ongoing census-related work.

Door-to-Door Verification Process

Election officials said more than 3.94 lakh Booth Level Officers (BLOs) will conduct house visits as part of the verification process. These officers will collect updated information from voters and help residents complete the necessary documentation.

The Commission highlighted that the first two phases of the SIR programme had already covered 13 states and Union Territories. During those earlier stages, more than 59 crore electors were included in the exercise with assistance from over 6.3 lakh BLOs and around 9.2 lakh Booth Level Agents (BLAs).

Officials believe the large-scale participation of field staff has played a major role in improving voter list management across the country.

Multiple Stages Planned for Revision Exercise

The Election Commission explained that the revision process will be conducted in several structured stages. These include training of field personnel, voter enumeration, publication of draft electoral rolls, submission of claims and objections, and finally the release of updated voter lists.

Authorities noted that the phased schedule is intended to minimise administrative disruptions while ensuring that voters are given enough time to correct or update their information if required.

Earlier Phases Completed in Several Regions

The Special Intensive Revision exercise has already been completed in Bihar, West Bengal, Tamil Nadu, Kerala, Puducherry, Uttar Pradesh, Rajasthan, Madhya Pradesh, Gujarat, Chhattisgarh, Goa, Andaman and Nicobar Islands and Lakshadweep.

In Assam, election officials carried out a separate special revision process to update voter records in the state.

The Election Commission has repeatedly urged citizens to participate actively in the revision programme, stating that accurate electoral rolls are essential for maintaining a fair and reliable democratic process in the country.
