Telegram – Telegram founder Pavel Durov has strongly criticized the Russian government’s decision to classify him as a “terrorist,” arguing that the move came after he rejected official demands for broader censorship and surveillance measures on the messaging platform. In a statement posted on X, Durov said the designation also prevents him from publishing information online under Russian law. He dismissed the action with a sarcastic remark, saying Russian authorities appeared confused about who has the power to restrict internet access.
Russia Announces Criminal Charges Against Durov
The dispute intensified after Russia’s Federal Security Service (FSB) announced criminal charges against Durov, accusing him of facilitating terrorist activity. According to Russian state media outlet TASS, investigators have initiated procedures to place the Telegram co-founder on an international wanted list.
The FSB stated that the case has been registered under Part 1.1 of Article 205.1 of the Russian Criminal Code, which deals with assistance to terrorist activities. Russian authorities allege that Durov, as the head of Telegram’s administration, bears responsibility for the platform’s role in enabling such offenses.
International Arrest Process Explained
Legal experts cited by TASS said the next procedural step could involve a Russian court issuing an arrest warrant in absentia. Lawyer Vladimir Zherebenkov explained that such warrants are commonly used when authorities seek the extradition of an individual who is outside the country’s jurisdiction.
According to the lawyer, once the warrant is approved, Russian law enforcement agencies may pursue international cooperation, including requests through Interpol, as part of efforts to secure the individual’s return to Russia.
Allegations Linked to Telegram Platform
Russian state-backed media outlets have reported that investigators believe Telegram failed to remove channels, bots and chat groups allegedly used by Ukrainian intelligence agencies to coordinate attacks inside Russia. Officials claim these online networks were involved in organizing operations that resulted in civilian casualties and significant damage to infrastructure.
Sputnik, quoting information attributed to the FSB, also reported allegations that Ukrainian operatives exploited Telegram’s dating service by creating fake identities to establish contact with Russian citizens. Investigators claim these interactions were later used to recruit individuals for attacks targeting law enforcement officers and public facilities.
The same reports stated that since July 2025, authorities have detained 46 young users of the dating service across 16 Russian regions. Officials allege those individuals were acting under the direction of Ukrainian intelligence, although these claims remain part of the ongoing investigation.
Potential Legal Consequences
Sputnik further reported, citing legal representatives familiar with the case, that the charges against Durov could carry a maximum penalty of life imprisonment if proven in court. No independent judicial findings have been announced, and the allegations have not been publicly tested through legal proceedings.
The criminal case represents one of the most serious legal actions taken by Russian authorities against the billionaire entrepreneur, who has frequently defended Telegram’s approach to user privacy and encrypted communications.
Durov’s Longstanding Position on Privacy
Durov has repeatedly argued that operating a global messaging platform requires balancing public safety with the protection of user privacy. He has maintained that Telegram should not compromise its encryption and privacy principles simply to satisfy government demands for expanded monitoring.
In previous public statements, Durov said the company had accepted being blocked in countries such as Russia and Iran rather than comply with requests that, in his view, would undermine the privacy of its users. He has consistently defended Telegram’s policy of resisting what he considers excessive government control over digital communications.
