PolicyFund –   President Donald Trump is reviewing whether his administration should continue with a proposed compensation initiative valued at nearly $1.8 billion, according to a person familiar with internal discussions. The development came as the U.S. Department of Justice announced that implementation of the program would be temporarily suspended in accordance with a recent court directive. The fund has attracted significant attention since its announcement and is now facing growing legal and political challenges.

Legal Challenges Intensify Scrutiny

The compensation program, formally valued at approximately $1.776 billion, was introduced as part of a settlement connected to Trump’s legal dispute with the Internal Revenue Service over the disclosure of his tax records. Administration officials presented the initiative as a response to what they described as unfair government actions targeting individuals during the previous administration.

However, legal obstacles emerged soon after the announcement. A federal court order issued last week temporarily blocked the rollout of the fund while further legal arguments are considered. The Justice Department confirmed that it would follow the court’s instructions until additional proceedings take place later this month.

Republican Lawmakers Raise Concerns

While some supporters of the former president welcomed the creation of the fund, several Republican lawmakers have expressed serious reservations. Their concerns center largely on how the money would be distributed, what safeguards would be in place, and whether individuals connected to the January 6, 2021, Capitol events could become eligible for compensation.

The issue reportedly sparked strong reactions during a private meeting between Republican senators and Acting Attorney General Todd Blanche. Senator Ted Cruz later described the discussion as one of the most difficult and contentious meetings he had witnessed during his years in the Senate.

Impact on Congressional Spending Plans

The controversy has also affected ongoing negotiations over federal spending legislation. Senate Republicans previously left Washington without approving funding measures related to immigration enforcement after Democrats signaled plans to introduce amendments aimed at reducing or eliminating funding connected to the settlement arrangement.

Upon returning to Capitol Hill, several Republican lawmakers indicated that progress on key spending legislation may remain stalled unless clearer restrictions are placed on the compensation program. Some legislators have gone further, calling for the proposal to be abandoned entirely.

White House Position Remains Unclear

Sources familiar with the matter said President Trump is now reconsidering whether moving forward with the fund remains the best course of action. Despite the Justice Department’s announcement regarding compliance with the court order, many lawmakers are seeking a more direct statement confirming the future of the initiative.

Senator Jim Lankford said administration officials should provide a clearer explanation of their intentions, arguing that uncertainty continues to create confusion among lawmakers. Senate Majority Leader John Thune also suggested that ending the program voluntarily could be the most effective way to resolve the dispute and help lawmakers advance other legislative priorities.

Alaska Senator Lisa Murkowski echoed similar sentiments, stating that a complete withdrawal of the proposal would address many of the concerns currently being raised.

Questions Remain Over Broader Settlement Terms

Beyond the compensation fund itself, questions remain about other components of the IRS settlement. It is not yet known whether any reconsideration of the fund could also affect provisions involving federal tax-related investigations connected to Trump, members of his family, or associates.

The legal pressure increased further on Friday when separate federal court actions challenged aspects of the settlement. One judge scheduled a June 12 hearing to determine whether the temporary halt on the fund should remain in place for a longer period.

In a separate Florida case, another federal judge instructed Trump’s legal team to respond to allegations from critics who claim the settlement was structured to avoid judicial review. Attorneys have been directed to submit written responses before the June 12 deadline as the court examines claims surrounding the agreement.
