North Korea – The South Korean government said on Monday that it is carefully observing the growing military relationship between North Korea and Russia after Ukrainian President Volodymyr Zelenskyy claimed Moscow is preparing to receive thousands of additional North Korean soldiers to support its military campaign in Ukraine.
Zelenskyy Claims More North Korean Troops May Arrive
In a recent post on X, President Zelenskyy stated that Russia is making arrangements to deploy another 30,000 North Korean troops. According to his statement, preparations have reportedly been underway since June in Russia’s Voronezh region, where facilities are said to be getting ready to accommodate the incoming personnel. However, Zelenskyy did not provide intelligence findings or public evidence to support the claim.
He also alleged that North Korea is planning to send additional ballistic missile launch systems to Russia, though no further details were disclosed regarding the reported transfer.
South Korea Maintains Close Watch
Responding to the latest developments, South Korea’s Foreign Ministry issued a short statement confirming that it is closely monitoring military cooperation between Pyongyang and Moscow. While officials declined to comment on intelligence-related matters, they reaffirmed Seoul’s long-standing position on the issue.
The ministry emphasized that any military cooperation between North Korea and Russia that violates United Nations Security Council resolutions should end without delay. Authorities reiterated their commitment to monitoring regional security developments while coordinating with international partners.
No Confirmed Evidence of Fresh Deployment
Government officials familiar with the matter indicated that there is currently no confirmed evidence showing that another group of North Korean troops has been deployed to Russia.
Despite the absence of official confirmation, estimates reported by Yonhap News Agency suggest that North Korea has already dispatched around 20,000 troops and military engineering personnel to assist Russia. Of that number, approximately 14,000 are believed to be serving in active combat roles near the front lines.
Recent High-Level Meetings Raise Questions
Speculation about expanding military cooperation gained momentum following North Korean Foreign Minister Choe Son-hui’s recent visit to Moscow. During the trip, she held meetings with Russian President Vladimir Putin and Russian Foreign Minister Sergey Lavrov.
Although neither side announced new military agreements after the meetings, the high-level discussions prompted renewed attention from observers monitoring relations between the two countries.
Military Partnership Continues to Draw Global Focus
North Korea first began sending military personnel to Russia in October 2024. The deployment followed the signing of a comprehensive strategic partnership treaty between President Putin and North Korean leader Kim Jong Un in Pyongyang four months earlier.
Since then, Ukraine and several of its allies have estimated that roughly 14,000 North Korean combat troops have been deployed to Russia’s Kursk region. Reports have also indicated that engineering and military construction units were later added, increasing the total number of North Korean personnel supporting Russia’s military operations.
As the conflict in Ukraine continues, governments and international observers remain focused on the evolving security partnership between Moscow and Pyongyang. While recent claims regarding additional troop deployments have not yet been independently verified, the issue continues to attract significant diplomatic and strategic attention amid ongoing concerns over regional stability and compliance with international sanctions.
