ToyIndustry – India Unveils Strategic Plan to Expand Global Toy Market Presence

ToyIndustry –  India has unveiled a comprehensive strategy to strengthen its toy manufacturing ecosystem, with the government aiming to significantly increase the country’s presence in the international toy industry through innovation, exports, and stronger domestic production.

Union Commerce and Industry Minister Piyush Goyal on Monday announced the formation of a dedicated task force to accelerate the growth of India’s toy sector. The initiative is designed to help the country secure a 5 percent share of the global toy market by 2032. The announcement came during the stakeholder conference titled Team Up for Toys: Driving SCALE, Innovation and Exports, hosted by the Department for Promotion of Industry and Internal Trade (DPIIT) at Vanijya Bhawan in New Delhi.

Task Force to Focus on Key Industry Priorities

According to the government, the newly established task force will work across several priority areas that are considered essential for long-term industry growth. Its responsibilities include improving India’s integration with global supply chains, strengthening manufacturing capabilities, addressing production bottlenecks, creating a skilled workforce, encouraging design-led innovation, and simplifying the business environment for companies operating in the sector.

Officials believe these measures will help domestic manufacturers become more competitive while supporting sustainable expansion in both local and overseas markets.

Roadmap Released for Manufacturers and Startups

The event also witnessed the release of the Toy Sector Playbook, a detailed guidance document intended for manufacturers, startups, MSMEs, entrepreneurs, and investors. The playbook outlines practical recommendations covering manufacturing infrastructure, supply chains, regulatory compliance, quality standards, product development, intellectual property protection, skill enhancement, export opportunities, and emerging market trends.

The document is expected to serve as a reference framework for businesses seeking to expand operations and improve competitiveness in the evolving global toy industry.

Minister Calls for Innovation and Global Branding

Sharing details of the event on social media platform X, Piyush Goyal said he was pleased to interact with industry representatives while releasing the Toy Sector Playbook alongside SCALE Committee Chairman Dr. Pawan Goenka, committee member Jalaj Dani, who will also convene the new Toy Sector Task Force, and other stakeholders.

The minister said discussions focused on improving India’s global competitiveness through higher exports, stronger quality and safety standards, expanded manufacturing capacity, and resilient domestic supply chains. He also encouraged businesses to invest in innovation, develop internationally recognised brands, and adopt advanced technologies so that Made in India toys earn greater trust among consumers worldwide.

Government Highlights Industry Progress

Addressing participants at the conference, Goyal said the steady progress of the toy sector reflects India’s broader development ambitions. He observed that the industry combines manufacturing strength with creativity, innovation, and the country’s cultural heritage, creating opportunities to build globally competitive products.

He also highlighted government initiatives that have contributed to the sector’s growth, including mandatory BIS quality certification, cluster development programmes, and support for MSMEs and startups. The minister urged industry stakeholders to continue focusing on sustainable manufacturing, design excellence, production scale, and export-led growth.

Expanding Ecosystem Supports Future Growth

Earlier during the programme, Joint Secretary (SCALE), DPIIT, Kajal outlined the size of India’s expanding toy ecosystem. She noted that the sector currently includes more than 21,000 micro, small and medium enterprises, over 770 DPIIT-recognised toy startups, around 50 toy manufacturing clusters, and more than 1,800 BIS licence holders.

SCALE Committee Chairman Dr. Pawan Goenka said India has the potential to become a leading global toy manufacturing destination. He stated that increasing production capacity, encouraging innovation, strengthening design capabilities, and improving export competitiveness would help the country achieve its target of capturing a larger share of the international toy market as global supply chains continue to diversify.

Commitment to Strengthening India’s Toy Industry

The programme concluded with a vote of thanks delivered by DPIIT Joint Secretary Sumeet Jarangal. He reaffirmed the government’s vision of building an industry where toys are not only manufactured in India but are also designed, innovated, and branded within the country, reinforcing India’s ambition to emerge as a trusted global hub for toy production.
