Cauvery – The Tamil Nadu Assembly witnessed a politically charged atmosphere on Thursday as legislators from the Dravida Munnetra Kazhagam (DMK), led by Leader of Opposition Udhayanidhi Stalin, arrived wearing black shirts while the state government presented its Agriculture Budget for the financial year 2026-27. The symbolic protest coincided with Agriculture Minister R. Vinoth’s presentation of the first Agriculture Budget under the Tamilaga Vettri Kazhagam (TVK) government headed by Chief Minister C. Joseph Vijay.
Opposition Targets Government Over Water Issues
The DMK said its protest was intended to draw attention to what it described as the government’s inability to effectively safeguard Tamil Nadu’s interests in the long-standing Cauvery river dispute. The party also accused the administration of not taking a firm enough stand against Karnataka’s proposed Mekedatu dam project, an issue that continues to generate political debate in the state.
Despite the protest, DMK legislators remained seated in the Assembly while the Agriculture Minister proceeded with the Budget presentation. Their coordinated appearance in black shirts served as a visible reminder of the Opposition’s demand for stronger action on matters related to the state’s water resources.

A brief exchange took place inside the House shortly after Minister Vinoth began delivering his Budget speech. During his opening remarks, he praised Chief Minister Vijay and the ruling TVK administration before referring to the party’s election symbol, the whistle.
Explaining its significance, the Minister described the whistle as producing the first musical note created by air and spoke about the lasting influence of its sound. The remarks were met with objections from DMK members, who questioned the relevance of an extended political introduction during the presentation of the Agriculture Budget.
Speaker Calls for Focus on Budget
As the exchanges continued, Assembly Speaker J.C.D. Prabhakar stepped in and instructed the Agriculture Minister to confine his remarks to matters directly related to the Budget. Following the intervention, Vinoth resumed his speech and outlined the government’s plans and financial proposals for the agriculture sector.
The incident briefly interrupted proceedings before the House returned its attention to the Budget presentation, which is considered significant as it marks the first dedicated Agriculture Budget introduced by the TVK government since assuming office.
