Property Records – Delhi to Roll Out Smart Property Cards for Lal Dora Areas
Property Records –The Delhi government has started a major initiative to modernise property records in Lal Dora areas by creating a digital database and issuing QR-enabled Smart PVC Property Cards to eligible property holders. The move is expected to address long-standing challenges linked to the absence of authenticated ownership records in village settlements across the national capital. Authorities believe the project will simplify record management while bringing greater transparency and security to property documentation.
Survey Work Progresses Across Villages
According to the Delhi government, 48 villages have been included under the SVAMITVA scheme through a partnership with the Survey of India. Survey work has already been completed in 30 of these villages, and final property cards for eligible occupants have been prepared.
Chief Minister Rekha Gupta said the lack of structured land records in Lal Dora areas had created uncertainty and practical difficulties for residents over several decades. She noted that the ongoing initiative is designed to establish a verified identity for every surveyed property using advanced technology, making ownership records more organised and reliable. The government also plans to organise a dedicated distribution programme for beneficiaries once the Smart Property Cards are ready.
Thousands of Properties Already Surveyed
Officials stated that surveys covering 12,232 properties have been completed so far across the identified villages. Out of these, 8,423 properties have been found free from ownership disputes, accounting for nearly 69 percent of the surveyed properties.
The process of issuing Smart Property Cards has already begun for these dispute-free properties. Authorities said every surveyed property in the South and North West districts has been cleared without disputes, while verification and settlement procedures are continuing in other districts before cards are issued.
Digital Mapping Forms the Foundation
The government explained that the programme relies on a fully digital workflow rather than conventional paper-based documentation. The process begins with marking the official boundaries of Lal Dora areas before aerial drone surveys are carried out by the Survey of India.
The drone-generated maps are then physically verified by Revenue Department officials on the ground. If any inconsistencies are identified during field inspections, the information is returned to the Survey of India for corrections before records are finalised.
Once verification is complete, every property receives a unique Property Identification Number (PID). This number forms the basis for preparing an official Property Card for the recognised occupier.
Records to Stay Updated Through Online Integration
Officials said the digital property records will be linked with the Delhi Online Registration Information System, allowing updates to be reflected in real time whenever changes are recorded. The integration is intended to maintain an accurate and continuously updated database of village properties.
The digital system is expected to reduce dependence on manual records while making property-related information easier to verify for administrative purposes.
Smart PVC Cards to Include QR Code
The Chief Minister said the Smart PVC Property Cards will be produced in accordance with UIDAI standards and will contain detailed property information. Each card will display the Property Identification Number, date of issue, village name, sub-division, district, occupant’s name, father’s or husband’s name, ownership share, total land area, built-up area, open area, Bhu-Aadhar number, details of co-occupants, and contact information.
Every card will also feature a QR code that provides access to the complete Digital Form-13 associated with the property. This feature is expected to make verification quicker while ensuring that property information remains accessible through a secure digital platform.
The government considers the initiative an important step towards improving land record management in Delhi’s village areas by combining digital technology with verified survey data to create an authenticated and transparent property registration system.
