Panchayat Elections – The Supreme Court has refused to intervene in a challenge against the Manipur High Court’s decision to extend the deadline for holding panchayat elections in the state until October 16, 2026. The order leaves the revised election schedule set by the high court in place.

Appeal against high court order dismissed

A Bench comprising Justices N Kotiswar Singh and N V Anjaria considered the appeal during a partial working day on Thursday. The petition had been filed by Pheiroijam Heramani and other applicants against the Manipur High Court’s May 19, 2026 ruling.

After hearing the matter, the court found no reason to interfere with the high court’s direction. It said the appeal did not present sufficient grounds for the Supreme Court to alter the order extending the deadline for the sixth general panchayat elections.

State cites obligation to follow court directions

Solicitor General Tushar Mehta, representing the Manipur government, told the Supreme Court that the state was required to act in accordance with the high court’s directions. He submitted that failure to conduct the local body elections within the revised period could expose the government to contempt proceedings.

The submission highlighted that the state administration and the State Election Commission were expected to complete the electoral process by the date fixed by the high court. With the Supreme Court declining to intervene, the October 16, 2026 deadline remains binding.

High court had revised earlier election timeline

The Manipur High Court had earlier directed the state to conduct panchayat elections within six months through a judgment delivered in August 2025. However, the state government later sought a review of that decision, citing circumstances that affected its ability to organise the polls within the original period.

The review petitions were decided by a Bench led by Chief Justice M Sundar along with Justice A Guneshwar Sharma. In its May 19 order, the high court accepted that the situation in Manipur required reconsideration of the earlier deadline.

Law and order situation considered

The state government had referred to the continuing law and order challenges in Manipur while seeking additional time. It also pointed to the period of President’s Rule imposed in February 2025, arguing that these developments made it difficult to hold panchayat elections according to the earlier schedule.

Taking note of what it described as extraordinary circumstances, the high court extended the deadline for completing the election process. The court gave the state government and the State Election Commission until October 16, 2026, to conduct the polls.

Three-tier panchayat system to be implemented

The high court’s order also enables the state to move ahead with the introduction of a three-tier panchayati raj system. The change is linked to recent amendments in the relevant legislation and is expected to shape the structure of local self-government in Manipur.

The revised timeline is intended to allow the authorities to complete the necessary legal, administrative and electoral preparations. These include steps required for conducting the sixth general panchayat elections under the updated framework.

Revised schedule remains effective

With the Supreme Court dismissing the appeal, there is no change in the schedule approved by the Manipur High Court. The state government and the election authorities must now work within the extended period to complete the panchayat election process.

The ruling also confirms that the high court’s assessment of the conditions in the state will continue to guide the election timeline. Panchayat polls are now required to be held by October 16, 2026, under the directions already issued by the Manipur High Court.
