NEET Re-Exam – Temporary Telegram Curbs Introduced Ahead of Test Security Measures

NEET Re-Exam –  The National Testing Agency (NTA) has announced temporary restrictions on Telegram services in India as part of efforts to safeguard the integrity of the NEET (UG) 2026 re-examination. The limited restriction period will remain in effect until June 22, 2026, covering the examination day and the immediate period afterward. Authorities said the decision was taken to prevent the misuse of certain platform features that have allegedly been exploited by organised cheating groups to create misleading claims of examination paper leaks.

Government Approves Time-Bound Restrictions

The Ministry of Electronics and Information Technology (MeitY) issued the directives after receiving recommendations from the NTA and the Department of Higher Education. Officials described the measures as targeted and temporary, aimed at disrupting activities linked to examination fraud networks rather than affecting long-term access to the platform.

According to the NTA, the action has been implemented under provisions of Section 69A of the Information Technology Act, 2000. In addition to restricting access to Telegram for a short period, authorities have instructed the platform to suspend the message-editing function for already published messages within India until June 30, 2026.

Message Editing Feature Under Scrutiny

The testing agency explained that the decision regarding message editing addresses a specific concern related to the spread of false evidence. Investigators found that some groups allegedly modified previously posted messages after examinations were completed, inserting actual question papers and then circulating screenshots as supposed proof that exam materials had been leaked beforehand.

Officials stated that this tactic had been observed in connection with several recent examinations and had contributed to confusion among candidates and the public. By temporarily disabling the feature, authorities hope to prevent the creation and distribution of manipulated content.

Action Against Organised Cheating Networks

Before introducing platform-wide restrictions, government agencies had reportedly focused on removing individual Telegram channels, groups, and automated bots involved in fraudulent activities. The Indian Cyber Crime Coordination Centre (I4C), operating under the Ministry of Home Affairs, coordinated efforts to identify and shut down such networks.

Law enforcement agencies from multiple states, including Bihar, Gujarat, and Rajasthan, provided intelligence regarding channels that allegedly promised access to leaked examination papers. Several of these groups reportedly collected large sums of money from students and their families by making false claims related to exam content.

Cyber Crime Investigation Leads to Arrests

In a recent development, the Cyber Crime Branch of Ahmedabad City Police arrested members of an alleged inter-state network connected to eight Telegram channels suspected of operating examination-related scams. Investigators traced financial transactions amounting to approximately Rs 1.5 crore during the probe.

Authorities believe these operations were designed to exploit students’ anxieties around competitive examinations while generating significant illegal profits through deception.

Restriction Considered a Last Option

The NTA clarified that the temporary measures were adopted only after repeated efforts to remove problematic channels failed to achieve the desired level of compliance. Officials stressed that platform-wide action became necessary because individual takedowns were not sufficient to curb the continued misuse of Telegram’s features by organised groups.

The agency also emphasized that the restrictions are limited in duration and have been carefully designed to address a specific public-interest concern.

Examination Schedule Remains Unchanged

While acknowledging that many individuals use Telegram for legitimate personal and professional communication, the NTA expressed regret for any inconvenience caused by the temporary restrictions.

At the same time, the agency reassured students that examination security protocols remain fully intact. Officials maintained that question papers continue to be protected within a secure distribution system and are not available outside authorized channels. The NEET (UG) 2026 re-examination will proceed as scheduled on June 21, 2026.
