Governor is said to draw inspiration from the life and work of S. Venkitaramanan, who served as the Governor of the Reserve Bank of India during the economic crisis of 1991. Bajpayee noted that the film takes viewers back to an era that may seem unfamiliar to many young people today. He explained that the India of the early 1990s was vastly different from the country seen now, with limited consumer choices and far fewer modern conveniences.
