DisabilityInsurance –  The Delhi government is preparing a new health insurance initiative aimed at easing the financial pressure faced by families raising children with disabilities. Under the proposed plan, eligible children may receive medical coverage of up to Rs 13 lakh for treatment, surgeries, therapies and supportive medical equipment.

Proposal Under Administrative Review

Officials familiar with the development said the proposal is currently being assessed across different administrative departments before being presented to the Cabinet led by Chief Minister Rekha Gupta. Discussions are focused on the structure of the scheme, eligibility norms and the process of delivering benefits to families in need.

The planned programme is expected to provide financial assistance for a wide range of healthcare needs linked to disabilities and chronic medical conditions. This may include hospital admissions, specialised surgeries, rehabilitation services and devices that help improve mobility and daily functioning.

Focus on Affordable Healthcare Access

Government sources indicated that the central objective of the scheme is to ensure that children with disabilities are not deprived of quality healthcare because of economic hardship. Families caring for children with developmental or physical challenges often face high medical expenses over several years, especially for recurring treatment and assistive support.

The proposed insurance cover is expected to reduce out-of-pocket spending for thousands of households struggling to manage the rising cost of healthcare. In many cases, parents spend significant amounts on physiotherapy, corrective surgeries, speech therapy and equipment such as wheelchairs, hearing devices and mobility aids.

Support for Economically Weaker Families

Officials said the initiative could particularly benefit lower-income families who find it difficult to continue long-term treatment due to financial limitations. Children with neurological disorders, physical impairments and other chronic health conditions often require continuous medical supervision and specialised care from multiple healthcare providers.

According to sources, the government is considering a system that would connect beneficiaries with empanelled hospitals and rehabilitation centres. Such a network would help families access treatment more smoothly without facing delays related to approvals or documentation.

Healthcare experts believe structured insurance support can play an important role in improving the quality of life for children with disabilities. Consistent access to therapy, surgeries and rehabilitation services can significantly improve physical development, communication skills and independent living abilities over time.

Expansion of Welfare Measures

The upcoming proposal is also being viewed as part of the Delhi government’s broader effort to strengthen welfare support for persons with disabilities. Existing programmes already provide certain benefits and assistance, but officials believe a dedicated health insurance model could address one of the biggest concerns faced by affected families — medical affordability.

If approved, the scheme is expected to become one of the more comprehensive healthcare support measures introduced for children with special needs in the capital. Authorities are likely to finalise operational details after further consultations with healthcare institutions and administrative departments.

The proposal is expected to reach the Cabinet in the coming weeks, where a final decision regarding implementation and budget allocation may be taken.
