Governance – President Droupadi Murmu has advised newly inducted civil servants to maintain a balance between compassion and objectivity while carrying out public responsibilities.

President Droupadi Murmu recently interacted with IAS officers from the 2024 batch at Rashtrapati Bhavan, where she highlighted the importance of responsible and inclusive governance. The officers, currently serving as assistant secretaries in various union ministries, were encouraged to approach administration with empathy while remaining firmly guided by reason and constitutional principles.

President Calls for Compassionate Yet Practical Governance

During the interaction, the President underlined that sensitivity towards citizens is essential for an effective administrator. At the same time, she cautioned officers against allowing emotions to influence decisions excessively. According to her, public officials must remain committed to inclusivity while ensuring that rules and larger governance objectives are not compromised.

Murmu stressed that civil servants play a crucial role in connecting government policies with people on the ground. She noted that officers should combine human understanding with rational decision-making so that governance remains fair, balanced, and effective.

IPS Officers Await Cadre Allocation

Meanwhile, uncertainty continues for IPS officers selected through the UPSC 2025 examination cycle, as their cadre allocation notifications are yet to be issued. Officers from the IAS and Indian Forest Service batches received their allocations in December last year, but the process for IPS probationers remains pending.

The delay has reportedly created concern among candidates because cadre allocation influences training schedules, future postings, and career planning. Initially, speculation within administrative circles suggested that possible changes to the cadre allocation policy had slowed the process.

However, government officials familiar with the matter indicated that the delay is linked more to administrative processing under the current framework rather than any policy revision affecting the 2025 batch directly. With the next recruitment cycle beginning on May 24, many probationers are now waiting for further clarity from the Ministry of Home Affairs.

Centre Restructures Administrative Leadership in Manipur

The Union government has also completed a major administrative reshuffle in Manipur by appointing senior IPS officer Mukesh Singh as the state’s Director General of Police. Singh belongs to the 1996 AGMUT cadre.

His appointment comes after Puneet Kumar Goel, a 1991-batch AGMUT cadre IAS officer, was already posted as the state’s Chief Secretary. With both top bureaucratic and policing positions now held by officers from outside Manipur’s cadre structure, officials believe the Centre is attempting to strengthen direct administrative oversight in the violence-affected state.

Sources within government circles described the move as an unusual but strategic administrative arrangement intended to improve coordination and decision-making during the prolonged crisis in the region.

CPWD Tightens Attendance Monitoring

The Central Public Works Department has issued stricter instructions regarding attendance compliance after an internal assessment reportedly found irregularities in punctuality and biometric attendance practices among employees.

Senior officials have directed department heads and cadre authorities to ensure that staff members use the Aadhaar-based biometric attendance system regularly and report to work on time. Employees have also been reminded that leave cannot be taken without proper approval from competent authorities.

Officials warned that unauthorised absence and repeated violations of attendance norms may result in disciplinary action under existing service regulations. The department has additionally instructed supervisory officers to monitor attendance records more carefully instead of overlooking repeated irregularities.

BJP Circles Discuss Possible Role for K Annamalai

Political discussions within the BJP have intensified over the possible Rajya Sabha entry of former Tamil Nadu BJP chief K Annamalai. Party leaders are reportedly viewing the development as more than a routine political adjustment after elections.

According to internal discussions, Annamalai could be considered for a Minister of State role in the Union Home Ministry during a potential Cabinet expansion expected after mid-June. The former IPS officer, who later moved into active politics, is regarded by several BJP leaders as disciplined, organisationally efficient, and politically dependable.

Some leaders believe his policing background and administrative experience could make him suitable for responsibilities connected to internal security and governance matters at the national level.
