Transparency – Congress Seeks Rajya Sabha Discussion on Ram Temple Trust Audit
Transparency – Congress Rajya Sabha MP Syed Naseer Hussain on Wednesday submitted a notice under Rule 267, requesting that the Upper House suspend its scheduled proceedings to hold an urgent discussion on the functioning, financial management, and oversight of the Shri Ram Janmabhoomi Teerth Kshetra Trust. The proposal calls for an independent audit of the Trust’s accounts and greater clarity on the existing regulatory framework governing an institution of such national importance.
Congress Demands Suspension of Regular House Business
In the notice addressed to the Rajya Sabha Secretariat, Hussain urged the Chair to set aside the day’s listed agenda, including Zero Hour and Question Hour, to allow members to debate issues related to transparency and accountability in the Trust’s operations. According to the Congress leader, the matter deserves immediate parliamentary attention because of increasing public interest in how the Trust manages its financial affairs.
The notice also seeks an explanation from the government regarding the regulatory mechanisms currently applicable to the Trust, including reporting obligations, oversight arrangements, and the process of periodic public disclosure.
Call for Independent Audit and Regulatory Clarity
Hussain argued that a comprehensive and independent review of the Trust’s accounts would help strengthen public confidence. In his submission, he requested that the government clarify whether adequate systems exist to monitor the financial activities of a Trust that has received widespread public support and donations.
The Congress MP further maintained that Parliament should examine whether the present framework provides sufficient transparency for an institution with such significant public and religious relevance. He emphasized the need for accountability measures that ensure financial information is regularly available to the public.
Supreme Court’s Recent Direction Adds Context
The parliamentary notice comes shortly after the Supreme Court issued directions in connection with allegations concerning the misuse of donations made to the Ram Temple in Ayodhya. The apex court instructed a Special Investigation Team (SIT), recently constituted by the Uttar Pradesh government, to submit a status report within two weeks.
The court also ordered that a forensic auditor be associated with the investigation, noting that the case involves allegations of possible embezzlement of Trust funds. The forensic review is expected to assist investigators in examining financial records and transactions linked to the complaint.
Composition of the Investigation Team
The SIT is being led by Inspector General of Police Kiran S and includes senior officers holding the ranks of Deputy Inspector General, Superintendent of Police, and Additional Superintendent of Police. The investigation has been tasked with examining the allegations and presenting its findings before the court within the stipulated timeline.
The Supreme Court’s directions have brought renewed attention to questions surrounding financial oversight and accountability, although the investigation remains ongoing and no final conclusions have been reached.
Other Legislative Business in the Upper House
Apart from the notice submitted by Hussain, the Rajya Sabha also witnessed other legislative activity. Union Minister Jitan Ram Manjhi introduced the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, in the Upper House during the proceedings.
As Parliament continues its session, it remains to be seen whether the adjournment notice seeking a dedicated discussion on the Shri Ram Janmabhoomi Teerth Kshetra Trust will be admitted for debate. If accepted, the discussion could provide an opportunity for the government to explain the current oversight framework and address concerns raised regarding financial transparency and governance.
