Authorities said the arrest followed weeks of surveillance and intelligence gathering that pointed to the existence of an online network operating across different parts of the country. The suspect, identified as Harish Ali, is a second-year Bachelor of Dental Surgery (BDS) student and a resident of Saharanpur district.

Intelligence Inputs Lead to Crackdown

Officials from the Anti-Terrorism Squad revealed that they had received specific inputs indicating the presence of individuals connected to an online module inspired by ISIS. These networks were reportedly active in spreading extremist views and seeking new members through social media channels and encrypted communication tools.

Investigators believe that such groups were attempting to promote a radical ideology with the aim of building support for a global system governed by their interpretation of religious law. The content shared within these networks included propaganda material, ideological narratives, and messages designed to attract young recruits.

Use of Social Media and Encrypted Platforms

According to the investigation, the accused allegedly operated several anonymous accounts on platforms such as Instagram and used encrypted applications like Session and Discord to communicate with others. Officials said these accounts were created using virtual private networks to hide the user’s identity and location.

Through these channels, the suspect is believed to have formed multiple private groups where content linked to ISIS was circulated. This reportedly included digital magazines, videos, audio recordings, and speeches associated with extremist figures. Authorities say these materials were intended to influence users and expand the network’s reach within India.

Surveillance and Legal Action

Following confirmation of the intelligence inputs, the ATS initiated both digital tracking and ground-level surveillance. After gathering sufficient evidence, a formal case was registered at the ATS Police Station in Lucknow.

The case includes charges under relevant sections of the Bharatiya Nyaya Sanhita as well as provisions of the Unlawful Activities (Prevention) Act, which deals with activities linked to terrorism and unlawful organizations. Officials stated that the legal framework allows for strict action against individuals involved in recruitment, propaganda, or support for banned groups.

Arrest and Initial Findings

The suspect was apprehended in Moradabad on March 16. During initial questioning, investigators found that he was allegedly in contact with individuals described as handlers connected to the ISIS online network. These contacts were reportedly based both within India and abroad.

Authorities claim that the accused was not only consuming extremist material but also actively sharing it and attempting to bring others into the network. The investigation suggests that he may have been part of a broader effort aimed at challenging the existing democratic structure and promoting an alternative system aligned with extremist beliefs.

Links to Foreign Handlers and Media Channels

Officials further stated that the accused had connections with individuals located outside India, including contacts believed to be based in Pakistan. He was also reportedly following official ISIS communication channels, including Al-Naba, which is known for disseminating the group’s messages.

Investigators say that content from such sources was regularly shared within the groups managed by the accused. This included narratives glorifying militants and promoting extremist viewpoints, which authorities believe could influence vulnerable individuals.

Ongoing Investigation

The ATS has indicated that the investigation is still underway, with efforts focused on identifying other individuals who may be linked to the same network. Digital evidence recovered from the suspect’s devices is being examined to trace further connections and assess the extent of the operation.

Officials emphasized that monitoring online radicalization remains a key priority for security agencies, especially as extremist groups increasingly rely on digital tools to expand their reach.
