Uttarakhand – Dhami Marks Five Years, Highlights Governance and Development

Uttarakhand –  Uttarakhand Chief Minister Pushkar Singh Dhami on Saturday marked five years in office, describing the period as one focused on public service, administrative reform and development. In a message to residents, Dhami said the government’s work had been shaped by public support and the guidance of Prime Minister Narendra Modi.

Chief Minister Credits Public Support

Dhami said he regarded the five-year period as service to the people of Uttarakhand, whose population is estimated at about 12.5 million. According to an official statement, he dedicated the government’s work in governance, welfare and development to the confidence and expectations of the state’s residents.

The Chief Minister said the state administration had placed development alongside efforts to protect Uttarakhand’s cultural character. He also referred to the role of the “double-engine government,” a term used by the Bharatiya Janata Party for governments led by the party at both the state and central levels.

Key Laws and Institutional Changes

Among the measures highlighted by Dhami were the implementation of the Uniform Civil Code, the Anti-Cheating Law, the Anti-Conversion Law and changes to the state’s land regulations. He also referred to the decision to abolish the Madrasa Board and establish the Uttarakhand State Minority Education Authority.

Dhami said these steps were intended to strengthen transparency, equality and administrative accountability. The government has presented the measures as part of a broader effort to improve governance and establish Uttarakhand as a leading state in policy reforms.

Recruitment, Women’s Reservation and Employment

The Chief Minister said more than 34,000 young people had secured government service opportunities through what he described as a transparent recruitment system. Recruitment integrity has remained a significant issue in the state, particularly after concerns over examination irregularities in previous years.

Dhami also noted the introduction of 30 per cent horizontal reservation for women in government jobs. He said the government had expanded initiatives linked to employment, investment, self-employment and skills development, with special attention to youth, women, farmers and former members of the armed forces.

Tourism and Local Enterprise Receive Attention

Tourism and religious travel were among the sectors identified by the Chief Minister as major contributors to the state economy. He said improved connectivity and infrastructure around the Char Dham pilgrimage circuit had supported a rise in visitor numbers.

The government has also promoted homestays, solar energy projects and small businesses as potential sources of income in hill districts. Dhami said the House of Himalayas initiative had helped bring locally made products to wider markets, giving producers from Uttarakhand greater visibility.

Investment and Sporting Events

Dhami said investment projects valued at more than Rs 1 lakh crore had moved towards implementation in the state. He also cited the successful hosting of the National Games as an achievement that helped strengthen Uttarakhand’s profile in sports and infrastructure.

The Chief Minister added that the state’s performance on Sustainable Development Goals had created further opportunities for growth. He said the government would continue to focus on economic activity, social welfare and public infrastructure.

Second Phase of Public Outreach Campaign Begins

The government has launched the second phase of its Jan-Jan Ki Sarkar, Jan-Jan Ke Dwar campaign. Under the initiative, officials are expected to reach communities directly, hear grievances and help ensure that welfare schemes reach eligible beneficiaries.

Dhami said the campaign would reinforce the administration’s focus on last-mile service delivery. He added that the government would continue working toward its stated goal of a developed Uttarakhand as part of the wider vision of a developed India.
