Startups – Delhi Cabinet Approves New Policy to Boost Student Innovation Ecosystem

Startups – The Delhi government has cleared the Delhi Start-up and Incubation Policy, introducing a major initiative aimed at strengthening innovation, research, and entrepreneurship across the national capital. As part of the programme, the government has committed an investment of more than Rs 400 crore over the next five years to help aspiring entrepreneurs transform their ideas into sustainable business ventures.

Focus on Building an Innovation-Driven Capital

Chief Minister Rekha Gupta said the newly approved policy has been prepared with the objective of positioning Delhi among India’s leading centres for innovation and entrepreneurship. She stated that the government intends to provide young innovators with the necessary resources, guidance, and financial support required to establish successful start-ups. The policy also seeks to encourage a culture of research, creativity, and enterprise within educational institutions across the city.

Educational Institutions to Play a Central Role

The initiative will be implemented through 11 state universities, 13 government-funded colleges, polytechnic institutions, and Industrial Training Institutes (ITIs). Students studying in government schools will also have access to the scheme by connecting with these participating institutions. The government expects this network to create opportunities for students to explore entrepreneurship at an early stage while benefiting from structured mentoring and incubation support.

Financial Assistance for Emerging Entrepreneurs

Under the policy, promising student-led projects will be eligible for financial assistance to help them move from the idea stage to business development. Incubation centres established under the programme will receive annual operational funding to organise mentoring sessions, networking opportunities, and other activities that support the growth of early-stage start-ups. The government believes that continuous institutional support will improve the chances of innovative ideas becoming commercially successful enterprises.

Support Across Every Stage of Product Development

According to Chief Minister Rekha Gupta, the policy has been designed to assist innovators throughout the startup journey. Financial and institutional support will be available for prototype creation, proof of concept, product development, and market validation. By covering these critical stages, the government aims to reduce the challenges commonly faced by first-time entrepreneurs and encourage more young innovators to bring their ideas into the marketplace.

Long-Term Vision for Entrepreneurship

Officials believe the Delhi Start-up and Incubation Policy will contribute to the long-term growth of the city’s innovation ecosystem by strengthening collaboration between educational institutions, incubation centres, and aspiring entrepreneurs. With sustained public investment and structured support mechanisms, the initiative is expected to encourage research-based innovation, create new business opportunities, and promote entrepreneurship among students and young professionals across Delhi over the coming years.
