Parliament – Lok Sabha House Committee Yet to Be Reformed After Tenure Ends

Parliament – The Lok Sabha House Committee, responsible for overseeing residential accommodation and civic amenities for Members of Parliament, is yet to be reconstituted even though its previous term concluded last month.

A parliamentary panel responsible for supervising residential accommodation and related facilities for Lok Sabha members has not yet been reformed after completing its one-year tenure. The previous term of the Lok Sabha House Committee came to an end on July 3, but a fresh committee has not been announced so far. The panel had originally been constituted in 2024 for a one-year period before being reconstituted again in 2025 under the same arrangement.

Committee Plays an Important Administrative Role

The House Committee is entrusted with managing government accommodation and essential residential services provided to Lok Sabha members in New Delhi. Its responsibilities extend beyond housing allocation, covering the overall maintenance and quality of facilities made available to elected representatives during their tenure in Parliament. The committee functions as an important administrative body that helps ensure MPs receive suitable living arrangements while carrying out their legislative responsibilities.

Speaker Appoints the Panel Each Year

The committee is constituted by the Speaker of the Lok Sabha, who also nominates its chairperson. Under the established practice, the panel generally consists of up to twelve members drawn from the Lower House of Parliament. Its tenure is typically limited to one year, after which a new committee is constituted or the existing one is reformed with fresh nominations. Since the previous term expired in early July, the reconstitution process is currently awaited.

Oversight of Residential Amenities

Apart from monitoring accommodation, the House Committee reviews several services connected with government residences occupied by Members of Parliament. These include the availability and maintenance of basic civic amenities such as water supply, electricity, and other infrastructure required for comfortable living. The panel also studies practical concerns raised by MPs regarding residential facilities and evaluates whether improvements are needed to maintain acceptable standards.

Recommendations for Better Facilities

One of the committee’s key responsibilities is to recommend measures aimed at improving the quality of housing and related services. After examining complaints, operational challenges, and maintenance requirements, it suggests administrative or infrastructural improvements wherever necessary. These recommendations assist the concerned authorities in addressing issues that may affect the daily living conditions of parliamentarians staying in official accommodation.

Fresh Constitution Still Awaited

Although the House Committee follows an annual cycle, the next panel has not yet been announced following the completion of the previous term. Until the Speaker formally reconstitutes the committee, its routine oversight functions relating to residential accommodation remain in a transitional phase. Parliamentary procedures generally provide for periodic renewal of such committees to ensure the continued supervision of administrative matters connected with Members of Parliament.

The House Committee remains one of several parliamentary bodies that support the functioning of the legislature by handling specialised administrative responsibilities. While it does not participate in lawmaking, its work contributes to maintaining the infrastructure and residential facilities required for elected representatives to perform their official duties effectively.
