MuharramProcession –  Authorities in Srinagar have approved the traditional 8th Muharram procession scheduled for Wednesday, marking another step in the region’s continuing return to normal civic and religious activities. The event has been permitted subject to a detailed set of conditions aimed at maintaining public order, ensuring security, and facilitating smooth movement across the city.

The permission was granted through an official order issued by the Srinagar district administration. As per the approved plan, the procession will move along its customary route, beginning at Guru Bazar and passing through Budshah Kadal and M.A. Road before concluding at Dalgate.

Traditional Route Restored After Years of Restrictions

For several decades, large Muharram processions in Kashmir faced restrictions due to security concerns linked to the insurgency that began in the early 1990s. During that period, authorities had suspended the traditional 8th and 10th Muharram gatherings in many parts of the Valley.

In recent years, however, the administration has gradually allowed these religious events to resume as security conditions improved. The restoration of the traditional route is being viewed as a reflection of the changing security landscape and increased public confidence in maintaining peaceful observances.

Timings and Movement Plan Announced

According to the administration’s schedule, the procession will commence at 6:00 a.m. from Guru Bazar. Officials have outlined specific movement timelines, stating that the rear section of the gathering should pass Jehangir Chowk by 7:00 a.m. and cross the J&K Bank headquarters area on M.A. Road by approximately 8:30 a.m.

A large number of Shia mourners are expected to participate in the event, making it one of the significant religious gatherings in Srinagar during the Muharram period.

Traffic and Emergency Services Given Priority

To minimize disruption, authorities have directed organizers to use only one side of M.A. Road during the procession. The remaining carriageway will stay accessible for ambulances, emergency responders, and other essential service vehicles.

Officials have emphasized that the event must conclude within the timeframe approved by the administration. Any deviation from the schedule could lead to administrative action if it affects public movement or security arrangements.

Strict Rules on Speeches and Public Conduct

The order also contains detailed instructions regarding conduct during the procession. Authorities have prohibited speeches, slogans, or activities that could be interpreted as provocative, inflammatory, or harmful to public peace.

Participants and organizers have been instructed to ensure that the event promotes communal harmony and does not create tensions based on religion, sect, ethnicity, region, or culture. The administration has stressed that all activities must remain within the framework of the approved religious programme.

Ban on Controversial Flags and Symbols

Security guidelines specifically prohibit the display of flags, banners, or posters carrying provocative messages. The administration has also banned the use of images associated with terrorists as well as symbols or logos linked to organizations that are prohibited under national or international regulations.

Officials reiterated that national symbols and emblems must be respected throughout the event and that no activity should undermine the country’s sovereignty or security interests.

Drones Prohibited During Procession

Authorities have additionally barred the use of drones during the procession. Organizers have been directed to prevent any action that could create law-and-order concerns or interfere with the movement of traffic.

The administration also warned against damage to government infrastructure or public property. Sound systems and loudspeakers will be permitted only within the limits prescribed under applicable noise-control regulations in Jammu and Kashmir.

Administration Warns of Legal Action for Violations

The district administration has made it clear that compliance with all conditions is mandatory. Officials stated that any breach of the guidelines may result in legal proceedings against the organizers or other individuals found responsible.

Authorities said the measures have been put in place to ensure that the religious procession is conducted peacefully while maintaining public safety, security, and normal city operations.
